They don't seem to actually learn it. I've checked with other Pokémon to make sure which Tutor actually has Magic Coat, but he doesn't seem to offer it for Riolu OR Lucario.

There are currently a lot of details that are on magic bounce's page (in the effects section) but not this one. Do all of them apply to magic coat? Can I transcribe them over? Also, is it true that bounced moves act as if the magic coat user is using them, so for example, they'd consider the magic coat user's accuracy changes, compound eyes, and wide lens? :I just noticed that part about {{a|Magic Bounce}}'s effect too. The effects are likely the same, but I can't be sure about that, and also don't know if someone else would be. If no one can answer that, we may have to test all those effects to be sure. I just added a research template to the article for that purpose.
:About the bounced moves acting as being used  by the user of Magic Coat, I only vaguely remember having seen that somewhere. If you know where it says so, it would be good. Okay because it says "It reflects moves that inflict a Status ailment", so I figured I'd ask. It would be tricky to reword it to say only the Status is reflected without it being very lengthy... something like "If the foe uses an attack that can cause a Status Ailment, Magic Coat reflects the ailment back to the foe" might do the trick.
