Interesting bit of trivia

Not that it affects anything, or is legitimately possible, but through the use of PKHeX (oh how I love you; now I can skip the unbearable randomness that breeding and Legendary soft-resetting are saturated with), Cosplay Pikachu can be turned into a male; despite this, the heart-shaped tail remains. Does this possibly mean it *might* be possible a male cosplay Pikachu will become available later? Hope so, as otherwise, useful moves like Icicle Crash, Meteor Mash and Flying Press will be forever locked off for me (I personally only use male Pokémon; heck, I even 'rehacked' BlazeBlack so all female Pokémon would have Base Stats of 1 across the board - which did bring some interesting results, but I'm rambling). More likely it was just never meant to be male and there's no specific provision for a male "Cosplay Pikachu", so it just looks like the default/female one. At any rate, the question is highly speculative and we prefer to avoid too much speculation on talk pages. Fundamentally, no one can say for sure and the only real solution is just to wait and see.
