Steve (Japanese: スティーブ Steve) is the second Grand Master. He plays using the Legendary Zapdos Deck (Japanese: でんせつのサンダーデッキ Legendary Thunder Deck). In Pokémon Card GB2: Here Comes Team GR!, he uses the でんせつのかせきデッキ Legendary Fossil Deck.

Steve is the second of the 4 Grand Masters who are available to battle after the player obtains all eight Club Medals.

At the start of the game, Steve was kidnapped by Team Great Rocket and imprisoned in the GR Lightning Fort. After being freed by the main player, he gives the player an Electabuzz card.

Later on, the player is required to fight him in the Pokémon Dome to obtain one of the Legendary cards - Zapdos.
