Even after using the help of Delibird, Jessie and James were defeated in battle. After their defeat, she decided that they could still join, as the Team was suffering from a lack of members. The Rocket Scout (Japanese: 勧誘のばあさん Solicitor Old Lady) is a character of the day in Dues and Don'ts. Her job is to find worthy candidates for Team Rocket members.

This Delibird belongs to the Rocket Scout, but it seems to belong more to the team than to her. This is due to the fact that it follows Jessie, James, and Meowth around often to collect the money that they owe. Delibird has also been seen giving them other tasks, as well.
