Phoebe (Japanese: フヨウ Fuyō) is a Master Ghost Trainer and member of the Hoenn Elite Four.
Phoebe (Japanese: フヨウ Fuyou) is a Ghost Trainer and member of the Hoenn Elite Four.

In the games
In the core series games
In Generation III, Phoebe is the second member of the Hoenn Elite Four. Her strategy is to confuse and confound with Pokémon she considers indefinable.

Most of her Pokémon are pure Ghosts, with the exception of Sableye, which is half Dark. Her grandmother resides at Mt. Pyre, where she does most of her training, and Phoebe hopes she's doing well. While it is unknown who her grandmother is, it is quite likely that she is the old lady that guards the List of key items in Generation III and the List of key items in Generation III at the top of the mountain.
Phoebe is the second member of the Hoenn Elite Four to be faced at the Pokémon League.

She also claims to have the ability to communicate with Ghost Pokémon, presumably in a similar fashion that Psychic specialists like Salon Maiden and Sabrina communicate with their Pokémon through telepathy.
Phoebe trains at Mt. Pyre, where she says she developed the ability to commune with Ghost Pokémon. During the post-game of Omega Ruby and Alpha Sapphire, Phoebe also goes there to visit her grandmother, upon whom Phoebe says the player made a lasting impression.

Phoebe first appears with Steven and the other members of the Hoenn Elite Four. While the other Elite Four members are sent to awaken Registeel, Regirock, and Regice, Phoebe is sent to retrieve a blind boy that holds a slab that has the secret to awaken the three Pokémon. Later, she gives the slab to Steven, who manages to successfully unlock the secret of the slab and awaken the legendary Pokémon.

History
Ruby & Sapphire
Phoebe and the other Elite Four members were called by Steven to help protect the Hoenn region from the battle between Super-ancient Pokémon (Adventures) and Super-ancient Pokémon (Adventures). While the other Elite Four are tasked with attempting to open the chambers containing the Legendary Pokémon Regirock, Regice, and Registeel, Phoebe goes to meet with a blind boy that holds a slab that has the secret to awaken the three Pokémon.

After the slab is translated and Steven manages to awaken the Legendary Pokémon, Phoebe is tasked with controlling Regice alongside Glacia. The Elite Four, Steven, and Wallace all control the three legendary giants in three pairs of two and use their power to keep the power released from Groudon and Kyogre's battle from spreading throughout Hoenn. They manage to keep the power contained for several weeks, but the strain is too much for Steven and he eventually dies, causing the three Pokémon to lash out and flee. Phoebe later mourns Steven's death before his revival at the hands of Ruby's Celebi.

Later, Phoebe and Glacia control Regice in an attempt to restrain the power of Groudon and Kyogre that erupts from their great battle. When Steven dies from the strain of controlling the legendary golems, she mourns his death with the other Elite Four members.
Omega Ruby & Alpha Sapphire
Phoebe, along with various people from around Hoenn, is called to Sootopolis City to assist in stopping Grand Meteor Delta, a giant meteoroid threatening to destroy the planet. When the plan to attack Grand Meteor Delta starts, Phoebe and the others have their Pokémon attack the meteoroid at the same time. This, combined with the might of Mega Super-ancient Pokémon (Adventures), successfully shatters Grand Meteor Delta into pieces.

History

Ruby & Sapphire arc

Phoebe and the other Elite Four members were called by Steven to help protect the Hoenn region from the battle between Groudon and Kyogre.

Omega Ruby & Alpha Sapphire arc

Phoebe, along with various people from around Hoenn, is called to Sootopolis City to assist in stopping Grand Meteor Delta, a giant meteoroid threatening to destroy the planet. When the plan to attack Grand Meteor Delta starts, Phoebe and the others have their Pokémon attack the meteoroid at the same time. This, combined with the might of Mega Rayquaza, successfully shatters Grand Meteor Delta into pieces.
