In the outskirts of Violet City, Falkner is training with his Skarmory and Noctowl, when a Bird Keeper arrives and asks him if he recently saw any rare Pokémon, to which he shows him a bountiful amount of captured Pokémon. As Falkner is about to grab his police badge to arrest him they are caught in a storm as a lightning bolt burns down a tree. A Pokémon is then seen standing on top of it. Falkner immediately realizes that it is the Legendary Pokémon Raikou while at the same time the Bird Keeper notices another one has arrived; it is the Legendary Pokémon Entei. The Bird Keeper then attempts to catch Entei, but Falkner, seeing the error in this folly move, quickly uses Skarmory to rescue him from Entei's attack. Raikou and Entei then look at each other and decide to test Falkner. He decides to use Swift, but it is quickly evaded by the two Legendary Beasts. Raikou uses Spark then Entei uses Fire Blast. Falkner quickly comes up with a cunning strategy of using Agility just as the Raikou and Suicune are about to use an attack. This causes Raikou and Suicune to hit each other just as Falkner escapes. Right when he is about to throw the Poké Balls to catch them a silhouette* appears behind him.
