In a Pokémon battle with the Head Leader, there are rules that the Leader must obey, the most prevalent one being the inability to switch out a Pokémon mid-battle while the challenger is free to do so at any time. Supreme Gym Leader Drake

The Orange Crew Supreme Gym Leader (Japanese: ヘッドリーダー Head Leader) is the title used to address the top-ranked Gym Leader in the Orange Crew. Only Pokémon Trainers skilled enough to earn the four Orange League Gym Badges are allowed to challenge the Supreme Gym Leader in Pummelo Stadium.

In English, the title is only used in the manga The Electric Tale of Pikachu. The English dub of the anime only treats the position as the final Gym Leader in the Orange Crew.
