This card was released as a promotional card. In Japan, it was one of five "Masaki Evolution" campaign cards. In order to obtain it, people had to send off a {{p|Omanyte}} from the Vending series along with a special Pass Card to MediaFactory. MediaFactory would then send back the "evolved" form. The card was never released in English.
In Japan, this card was 1 of 5 that could be obtained as part of the Communication Evolution Campaign, which began in April 1999. Participants who mailed an {{TCG|Omanyte}} card along with a copy of {{TCG ID|Vending|Bill's PC|S3}} to MediaFactory during the campaign period would in turn receive copy of this card in the mail.
