(Japanese: オサバキ Osabaki) is a character who appears in DP131 and DP132. He is voiced by Daisuke Sakaguchi in Japanese. He is a friend of Reggie.

He told Ash where the battle with Paul was going to take place. He also refereed their match. He travels via hot air balloon which also contains a screen like the ones used in tournaments like the Pokémon League. He also hired Team Rocket, who was in disguise, to help him in updating the scoreboard.
