This card was released as a promotional card. In Japan, it was distributed on {{wp|All Nippon Airways|All Nippon Airlines}} in 1999. The English version was given away in the first few weeks of the [[The Power of One|Pokémon Movie 2000]].

Passengers flying in conjunction with the "Pokémon Getaways" campaign could redeem their boarding passes for a two-card set that included Moltres and {{TCG ID|Wizards Promo|Zapdos|23}}. The English version was one of the {{TCG|Wizards Black Star Promos}} given away in the first few weeks of the theatrical release of ''[[M02|The Power of One]]'', with then English-exclusive artwork by [[Naoyo Kimura]]. This artwork was used on a Japanese reprint released in {{TCG|Pokémon Web}}.
