This card was released as a promotional card. In Japan, it came with the February 1997 issue of [[CoroCoro]] Comic, released in January 1997. It was later released again as a special card at the [[wp:Japan Railway|JR]] Stamp Rally. The English version of the card was released through Pokémon card leagues in June 2002.

Those taking part in the Stamp Rally were tasked to collect stamps by visiting participating stations as detailed in special stamp books available to buy at a number of those stations. Those that collected the required number of stamps were awarded a two-card set that included Mew and a variant {{TCG ID|Wizards Promo|Surfing Pikachu|28}}. The English version of the card was released through {{TCG|Pokémon League}}s in June 2002. Psyshock's effect was misprinted on this print, saying "Confused" instead of "Paralyzed". Additionally, the Pokémon Power text is red instead of blue, like other Psychic-type cards, or yellow, like the Japanese prints.
