This card was released as a promotional card. In Japan, it was one of five "Masaki Evolution" campaign cards. In order to obtain it, people had to send off a {{p|Machoke}} from the Vending series along with a special Pass Card to MediaFactory. MediaFactory would then send back the "evolved" form. The English version of the card was available through the Pokémon League in February 2002.
In Japan, this card was 1 of 5 that could be obtained as part of the Communication Evolution Campaign, which began in April 1999. Participants who mailed an {{TCG|Machoke}} card along with a copy of {{TCG ID|Vending|Bill's PC|S3}} to MediaFactory during the campaign period would in turn receive copy of this card in the mail. It was later reprinted in {{TCG|Pokémon Web}}. The English version of the card was available through {{TCG|Pokémon League}}s in February 2002.

In Japan, this card was 1 of 5 that could be obtained as part of the Communication Evolution Campaign, which began in April 1999. Participants who mailed an Machoke card along with a copy of Bill's PC to MediaFactory during the campaign period would in turn receive copy of this card in the mail. It was later reprinted in Pokémon Web. The English version of the card was available through Pokémon Leagues in February 2002.
