This card was released as a promotional card. In Japan, it was one of five "Masaki Evolution" campaign cards. In order to obtain it, people had to send off a {{p|Machoke}} from the Vending series along with a special Pass Card to MediaFactory. MediaFactory would then send back the "evolved" form. The English version of the card was available through the Pokémon League in February 2002.

Participants had to send a {{TCG|Machoke}} card along with {{TCG ID|Vending|Bill's PC|S3}} in the mail to MediaFactory. MediaFactory would then send back the 'evolved' form.
