<i>Every year the city of Alto Mare holds a special Water Pokémon race through its canal streets—and this time around, Ash and Misty are top competitors! Even though he doesn't win, Ash still finds his own special place in the heart of a mysterious girl that he rescues from two roguish women. But this isn't any ordinary girl—it's actually the Legendary Latias in disguise!


The film starts out with a montage of shots, showing off the Pokémon world and then the main protagonist of the Pokémon TV series and this film, [[Ash Ketchum]]. It shows a flashback of sorts towards his beginnings as a Pokémon Trainer: receiving {{AP|Pikachu}} from {{an|Professor Oak}}, being chased by wild {{p|Spearow}} through a thunderstorm, Ash stealing {{an|Misty}}'s bike and using it to transport Pikachu over to the [[Pokémon Center]] while still being chased by the flock of Spearow, Ash falling off the bike and crashing into a ditch, and Pikachu defeating the Spearow with an extremely powerful {{m|ThunderShock}}. It then cuts to the very first scene ever seen in the Pokémon series- the [[Agatha]]/[[Bruno]] fight between {{p|Gengar}} and {{p|Onix}}, then cuts to his friends Misty and {{an|Brock}} walking with him, and the scene fades to black.
Ash gets a special peek into the secret world of Latios and Latias, but this world is soon threatened by the two women from before—Annie and Oakley—who are after the two Legendary Pokémon, as well as a mysterious jewel called the Soul Dew. These elements combined will let them control a powerful machine that normally protects against danger. When the machine malfunctions, though, it not only puts Latios and Latias at serious risk, but the entire city of Alto Mare!</i>

==Plot==
The scene fades back and '''we see a shot of a small stone carving of [[Alto Mare]], the film's setting. This storybook-like scene tells a backstory of an old couple who lived there eons ago. One day they found two wounded children (a boy and a girl) on a beach. The couple's medical knowledge helped the children get better. Then suddenly, an evil monster appeared and attacked the city, and meteors come down on Alto Mare like drops of rain. As the meteor shards strike the city, the buildings and walkways of the city begin to take color of the monster. We then see the elderly couple about to meet their doom, but then all of a sudden; a mysterious, enigmatic light protrudes from the children - in front of the elderly couple's eyes. The two children start to levitate and they both transform. It is now revealed that the two children were actually Pokémon - the boy was a {{p|Latios}} and the girl was a {{p|Latias}}, both classified as the Eon Pokémon. The Latias and Latios, with the mysterious light surrounding them, rise up even higher. They call their friends, and a whole bunch of Latias and Latios appear on screen, and together, they form a power to defeat and destroy the evil monster. The power the Latias and Latios conjured was the [[Soul Dew]], which is given to the elderly couple in the form of a glowing, transparent blue orb. Alto Mare became peaceful again, and the Latias and Latios left the city. It is revealed that the Latias and Latios will appear where the Soul Dew is present, and that the city was never attacked again by the evil monster. The camera moves out and''' a page turns. We then see an intense circle of light on a floor and hear then see footsteps. The book then closes, and a wide shot shows that we are in the present time in a library, during the night. Two women are hiding behind a bookshelf, with a security guard closing in on them. They then scale a wall and jump out an open window. The security guard looks around in the darkness with his flashlight and walks alongside the bookcase, finding a missing slot where a book should have been, with a rose in its place. The books come together and the rose is forced out, flying off into the security guard's hands, with a card with a metallic red background that lands on the floor with two kissmarks (one red, one purple) on the bottom-right hand corner.
{{OBP|Annie|M05}} and [[Oakley]], two members of [[Team Rocket]], are determined to control the [[Soul Dew]], a special jewel with immense power. Their overnight library heist proves successful, with Oakley quickly locating her target, an ancient book. Oakley is particularly focused on the final chapter, informing Annie that a special machine known as the [[Defense Mechanism of Alto Mare]], or '''DMA''' for short, requires the Soul Dew to work. They leave their kiss-printed calling card and a rose to be discovered by the security guard while they escape. Annie and Oakley zip line into their waiting rocket-propelled vehicle, heading for their next destination, the canal city of [[Alto Mare]], [[Johto]].  


The scene cuts to an exterior of the roof of the library, where the two women grab on to a white rope and slide down it on a pulley, hopping into their car that looks like a cross between a {{wp|train}} and a {{wp|Ferrari}}. We then see the two women in close-up - the driver, [[Oakley]], book in hand, waiting for the passenger - {{mov|Annie}}, her older sister, to strap in. Annie gives Oakley the book, and she starts to wonder if it is a legend, with Oakley assuring her that it is. Oakley steps on the gas, then they head towards the edge of a cliff. Annie pushes a button, and a rocket booster launches the car off the cliff. The car then changes to a rocket-propelled aircraft. As they fly through the night, Oakley also tells Annie that once they get to Alto Mare, they can find out more about the legend. Annie says that she doesn't care, all she wants to see is the Soul Dew. Oakley remarks that there are many more amazing things about the Dew. As the aircraft files over the ocean, they come across a strip of land- and both Annie and Oakley identify it as Alto Mare. They both chuckle menacingly.
On the day of the annual [[Tour de Alto Mare]], a water chariot race through the canals of Alto Mare arrives. Hoping to claim victory, {{Ash}} enters with his {{AP|Totodile}}, while traveling companion {{an|Misty}} and her {{TP|Misty|Corsola}} are competing as well. {{an|Brock}}, caring for {{AP|Pikachu}} and {{TP|Misty|Togepi}}, is amongst the crowd watching from a towering bridge. Brock quickly becomes distracted by a beautiful girl and accidentally pushes Pikachu off the bridge. Pikachu, however, is caught by Ash as he passes underneath and quickly repositions himself on Ash’s shoulder. The race quickly becomes a three-tied event between Ash, Misty, and last year's winner [[Ross]]. As they round the sharp turns, they accidentally splash the [[Team Rocket trio]] whose alfresco meal is spoiled by the crashing wake. At one point, Ash falls off his chariot while making a bend, and he quickly loses his lead when other contestants race past him. The help of a mysterious invisible Pokémon, a {{OBP|Latias|M05}}, helps Ash and Totodile make a speedy comeback into a top-three position. Ash cannot understand Totodile's sudden boost of energy. However, Ash's chances of winning are dashed when Latias's older brother, a {{OBP|Latios|M05}}, intervenes and pulls Ash and Latias off-track. Latios eventually pulls Latias away from the water chariot, sending Ash and Totodile crashing in the process. Ross and Misty, meanwhile, both reach the finish line. Reviewing the footage, the judges notice that Corsola's horn narrowly reaches the finish line first, giving Misty the title of the year's Tour de Alto Mare winner. Ross congratulates Misty on the victory and also offers to show her around town.


After the title sequence display, we cut to Alto Mare in its present form, and it is a beautiful, sprawling ancient island city; full of canals, tourists, museums and old buildings. We see a bridge over a large canal and a number of people in rafts with their [[Water (type)|Water-type]] Pokémon, as a flock of {{p|Pidgey}} fly overhead the competitors and the bridge. An announcer speaks over a megaphone that the [[Tour de Alto Mare]], a water race through Alto Mare, is about to start. We also see Ash with his {{AP|Totodile}}, and Misty with her {{TP|Misty|Corsola}} as competitors. They look at each other determinedly. We then see Brock holding [[Misty's Togetic|Togepi]], with Pikachu standing on the railing of the bridge, cheering. Then the announcer announces that the race is about to start. Three {{p|Natu}}, standing one on top of the other, raise their small wings then and the Pokémon supporting the Natu, a {{p|Xatu}}, opens its wings, and the competitors are off! Ash takes the lead, but up on the bridge, Brock is distracted by a pretty girl and while Pikachu is jumping up and down, it falls off the bridge and coincidentally lands on Ash's head. (As this sequence progresses, the opening credits roll.) As a few racers including Misty pass Ash, he speeds up and catches one before the first corner, and by then, a competitor named [[Ross]] and his {{p|Wailmer}} are in the lead with Misty in second, Ash in third and another competitor in fourth who catches air off the waves, falls off his raft and crashes into a boat at the first corner, all while Ash rockets by. We see the race going with Ash and Misty battling and while doing so, they catch Ross, and Ash goes by between Misty and Ross, then through another turn, all three are side by side. After a shot showing the island city's location in comparison with the [[Johto]] region, Ross is back in the lead. We then see two cloaked, mysterious Pokémon flying around the city. As they fly by, an {{p|Aipom}} detects them, and the two Pokémon fly overhead the racers in the canal. Ash, Misty and Ross are still dueling. As they approach a restaurant, where we see [[Team Rocket]] members [[Jessie]], [[James]] and {{MTR}} scarfing down spaghetti with meatballs, the trio are all drenched by the water the racers' rafts are kicking up. We then see Brock watching the race on a television screen, and thinking the pretty girl is still there, he points out his friends, but turns his head to see an old woman standing there instead. He hangs his head in depression. As the three leaders still duke it out, Ash attempts to take the lead by slowing down very late for a corner, but overshoots it, flies off his raft and is about to go into a wall - when the smaller of the two cloaked Pokémon comes out of nowhere and saves Ash and Pikachu from being hurt. They then fall into the canal, and fall several places behind. As other racers go by, Ash and Pikachu swim quickly to the raft and Totodile pulls them back into the race. Then the smaller mysterious Pokémon picks up the end of Ash's tether handle tied to Totodile, and they pick up a considerable amount of speed. Ash, Pikachu and Totodile blast by other racers and a boat. (At this point, the title sequence has ended.) We then hear a tower bell ringing, and the announcer speaking over his megaphone. The crowd waits for the first racers to come under a small bridge and out of the narrow canals. Ross and Wailmer then appear, with Misty and Corsola close behind.. The race is down to these two people but then out of nowhere Ash, who is going much faster than everyone else (thanks to the cloaked Pokémon), blasts by Misty and Ross, with Ash surprised at how fast his Totodile is. Then, the bigger cloaked Pokémon picks up the smaller one and Ash, Pikachu and Totodile go even faster. But the larger Pokémon pulls them off the course and through another route. Ash is terrified as to how fast he is going, and then his raft crashes into a concrete sidewalk. At the same time, both cloaked Pokémon let go of the tether. Ash jumps out of the raft, runs up some stairs, jumps over a ledge and falls into the water again. The race is lost for Ash - but not for Misty, as she and Ross battle down to the line. They go under the bridge, neck and neck and appear to cross the finish line at the same time. After crossing the finish line, Misty fails to stop and she falls into the water. The race marshals check to see the winner with a frame-by-frame replay showing Corsola just touching the line before Wailmer. The announcer announces Misty as the winner of the race. Brock cheers for and waves at Misty, with half the crowd shocked and speechless and the other applauding Misty's performance. Misty embraces her Corsola, and to celebrate her victory, Ross offers Misty a ride in his boat. As Brock cheers, he then starts to wonder where Ash is. Ash is kneeling on the concrete sidewalk he crashed into earlier, checking the condition of his raft. Totodile hangs its head in depression, but Ash consoles it, telling it everyone makes a wrong turn once in a while. Totodile's spirits are immediately cured and it embraces Ash. We then see the two mysterious Pokémon, still cloaked, looking down on Ash and his Pokémon. They then fly away through a narrow alleyway and as they go through a light passing through a window, they are seen both uncloaked as they fly separately through the light for about a quarter of a second each.
Ross, also a local gondolier, gives Ash and his friends a gondola-guided tour of Alto Mare. Misty admires her glass medallion prize, which Ross says depicts the guardians of Alto Mare, Latias, and Latios. She spots the two guardians on a pair of stone columns in the main city square. Ross adds that people never see the guardians anymore, namely because Alto Mare is now peaceful. Ash and the others wonder if they will get a chance to meet them.


The scene cuts to Ash, Misty, Brock and Pikachu on a gondola, with Ross steering. Our heroes are awed at the awesome, magnificent sight of the city of Alto Mare. They are also enjoying sailing on the gondola. Misty thanks Ross for talking her and friends into a ride, but Ross says that it is him who should be thanking her for letting him take the Water Race Champion. Misty is flattered, and she looks at the medal she was given for the race. Ross asks her if she likes it, as it is a glass medallion with two Pokémon on it. Misty then sees two statues on top of pillars and she asks Ross what they are. Ross recognizes them and points out that one to the right is Latios and the one to the left is Latias. He tells them that according to legend, those two Pokémon saved the city from disaster and that they protect Alto Mare from danger. Brock wonders if they really exist, and Ash says that he would like to see the real Latias and Latios. Misty then looks at her medal, identifying the two Pokémon on there as Latios and Latias. Ross tells them that they never see them because it is always very peaceful in Alto Mare.  
Meanwhile, Annie and Oakley, are scanning the main piazza for any signs of Latias or Latios. Oakley reveals that the Eon duo can transform into anything, even people, to remain undiscovered. Their special camera soon spots Latias disguised as a girl, so Annie and Oakley turn on their speedboat and zero in on their target. The Rocket trio, meanwhile, is enjoying some gelato when the wake from Annie and Oakley's speeding boat washes over them. [[James]] immediately recognizes the pair as fellow Team Rocket members, and [[Jessie]] realizes that some secret operation must be happening. The trio agrees to follow Annie and Oakley, hoping to thwart their plot and take all the credit for themselves. Ross, later drops the group off on the shore, informing them about some of the local attractions including a local gelateria. Pikachu becomes side-tracked after spotting a local water pump, and he decides to have a drink. A young girl turns on the water and Pikachu promptly takes a sip. Ash rushes over to call Pikachu back, but the young girl suddenly stares intensely at him, much to his surprise. As she runs off down an alleyway, Ash simply shrugs off the odd encounter. Annie and Oakley trail the girl, with their special glasses confirming it is Latias in disguise, before ambushing her with their {{p|Espeon}} and {{p|Ariados}}. The commotion piques Pikachu's interest, leading Ash directly to the confrontation. Ash intervenes and breaks the "girl" free of Ariados's sticky web.


The scene cuts to a flock of Pidgey flying upwards and then their shadows. Out comes a flying spy-camera of sorts, and it lands on a surface, with four legs protruding from its base. It gets a very good view of all the people in the main square. This recording is being shown on a computer with Annie and Oakley watching the screen. Annie asks Oakley if she is sure that Latias and Latios are in the crowd of people, but Oakley reminds her that both Pokémon can disguise themselves as people, and that Pokémon have a lower body temperatures than humans. A person with blue (instead of red) is walking around in the square. Oakley is sure that person is either Latias or Latios. They take off in their boat, driving through the buildings, determined to catch this person. We then see Jessie, James and Meowth about to have some ice-cream, who soon gets drenched as Annie and Oakley speed past. Jessie yells at them, but James catches a glimpse of the two thieves, and identifies them as Annie and Oakley. (In the dub, they are spies for {{an|Giovanni}}.) Jessie has never heard of these two, and James says they are some of the best thieves there are. He also says if they are here, then there must be something going on. Jessie gets up, with Meowth soon rising too and says that they would become the #1 thieves.
Annie orders her Espeon to teach Ash a lesson, and a zap of {{m|Psybeam}} injures him. Ash retaliates, having Pikachu use {{m|Thunderbolt}} on the Rocket duo and their Pokémon. Annie subsequently falls into the canal and frustrated about her outfit being ruined, she orders the Pokémon to go after Latias and Ash. Espeon and Ariados pursue their targets through Alto Mare's laneways, though Ash and the “girl” manage to outrun them. The girl grabs Ash by the hand, guiding him back to where they started, the piazza with the drinking fountain. Brock and Misty call out to Ash, asking where he has been. Ash turns around, only to find the girl has disappeared.


The scene cuts to Ash, Misty and Brock who are getting off Ross' gondola. He tells them about certain places to eat around Alto Mare. They say their goodbyes and Ash, Misty and Brock run off to eat. Pikachu is behind, but it stops to see a tap through a distance and an arch. There is a woman there soaking her {{p|Vaporeon}}, and they walk off. Pikachu runs up to the water tap, but is saddened when there is no water coming out. Then water suddenly starts to run from the tap and Pikachu looks up to see a pretty, short brown-haired girl. Pikachu is happy, and it drinks from the fountain and soaks itself in the running water. Ash then appears, wondering if Pikachu has made new friends. Ash thanks the girl for helping Pikachu, then the girl walks up to Ash, bends forward and circles Ash strangely. Ash nervously moves back while the girl circles Ash. She then runs off, much to the dismay and confusion of Ash, over a small stream and through a tunnel, out of sight. Pikachu then continues to soak itself under the running water.  
Ash reunites with his friends, and they decide to visit the Alto Mare Museum. Inside, Ash notices the skeletal remains of a Pokémon embedded in the tiled floor. The curator, [[Lorenzo]], introduces himself and reveals that there are two Pokémon, a {{p|Kabutops}} and an {{p|Aerodactyl}}, which are reminders of Alto Mare's past. He guides the group through to the DMA, or Defense Mechanism of Alto Mare, which was built to protect Alto Mare. History tells that an evil [[Pokémon Trainer]] and their Pokémon terrorized the town. He explains that the original Latios came to the city, using his powers to drown the evil Pokémon and turn the streets into canals. Ash spots the girl from before, accidentally touching the DMA in his moment of distraction. Ash hurriedly leaves his friends and Lorenzo to follow after the girl, all while Annie and Oakley spy on him with their flying surveillance cameras. Ash confronts the girl, however, she denies knowing him at all, much to his confusion. He soon loses track of her after running through some laneways, only for "her" to gesture for him to follow. The "girl" leads Ash through more laneways and a brick wall to a hidden location.


The scene cuts to three children running along a canal, and the strange girl appears through the tunnel. She starts walking along the canal in the opposite direction the children were running. We then see Annie and Oakley in their boat, and they see that the Pokémon has taken the form of a girl, and they figure out that the girl is actually {{OBP|Latias|M05}}. Annie looks through a pair of special glasses and sees that the girl is indeed a Latias. Being a fashion freak, Annie wonders what brand of clothes the girl is wearing. Annie and Oakley start to go alongside the girl, then Annie asks "I love that shirt... where did you get it, Latias?" The girl starts to become scared and runs away from the two antagonists. Annie sends out her {{p|Espeon}} and Oakley sends out her {{p|Ariados}}. The two Pokémon chase after the girl and while Pikachu is enjoying itself under the tap, it senses what is happening between the Latias and the antagonists' two Pokémon. It runs off in that direction, calling Ash to come with it who turns off the tap and runs after Pikachu. We then see the girl/Latias running away from Ariados, onto a bridge, but Ariados scales the side of the bridge and cuts off the girl/Latias. She tries to run in the opposite direction, but is cut off and surrounded by Espeon. It then uses {{m|Psychic}} on Latias and Ariados uses {{m|String Shot}}, bounding the girl/Latias. Annie and Oakley, sitting in their boat, come up to the bridge and Annie asks Latias in an intimidating manner why she ran away from them, saying they hadn't done anything to her. Ash and Pikachu arrive, and Ash shouts at Annie and Oakley, wondering what they are doing to the girl/Latias. Annie sarcastically remarks that they were giving her "fashion advice" while Ash pulls away at the String Shot the girl/Latias is covered in. While tearing away at the String Shot, Ash remarks that she doesn't want it. Oakley asks Ash if he would like to give her tips on fashion, but Ash gives them a tip, telling them to leave the girl/Latias alone. Annie and Oakley, classy as ever, act sarcastically scared to Ash's threatening comments and Annie orders her Espeon to "punish" Ash with {{m|Psybeam}}, which it does. Ash shouts again at Annie and Oakley, and retaliates with Pikachu chasing after Espeon. Espeon hops onto their boat. Ash commands Pikachu to use {{m|Thunderbolt}}, and the attack hits the boat. Annie, Oakley and Espeon are all affected by the attack and Annie falls into the water. Ash grabs the girl's hand and they run off. Pikachu then shocks Ariados. Annie's hair is ruined and she and Oakley send Espeon and Ariados after Ash. Ash, the girl and Pikachu run through a series of alleyways while Espeon and Ariados chase after them. They then run over a bridge, and after a few hundred feet Ash is lost. But then the girl/Latias grabs Ash's hand and runs up some stairs past an elderly woman and her {{p|Vulpix}}. At this point, Espeon and Ariados have lost Ash, the girl/Latias and Pikachu. She leads them up some more stairs, and we then see Ash and Pikachu on a balcony overlooking where they started. He then sees his friends Misty and Brock and they call to him, saying his food is getting cold and that they are heading over to a museum later. He then turns and starts to ask the girl who those two women were - but the girl has vanished. Ash wonders where she went.
Ash and Pikachu step out from the darkness to find themselves now standing in the [[Secret Garden (location)|Secret Garden]], incredibly landscaped and bursting with [[wild Pokémon]]. The "girl" appears again, leading Ash and Pikachu to find her swinging by herself on a swing. Ash is attacked by an invisible force, Latios who is determined to keep outsiders away. Pikachu fails to land an attack and is knocked backward by Latios's speed. The "girl" stands in Latios's path, preventing him from knocking Ash over as well. Ash instantly recognizes Latios from the statues that he saw earlier. More confusingly, an identical-looking girl, wearing a white beret, appears. As the girl orders Latios to attack the intruder, Lorenzo from the museum arrives to stop the confrontation. The "girl" who protected Ash decides to play with him, pushing him onto the rope swing before revealing herself to be a Latias in disguise. Latios meanwhile apologizes to Pikachu with a gentle lick to the face before the two start playing around together. The real girl, named {{OBP|Bianca|M05}}, apologizes to Ash, while her grandfather Lorenzo offers clarity of the situation. Bianca reveals that Latias has the unique ability to transform, and she often disguises herself as her, as they are best friends. Latias and Latios show off one of their other abilities, sight-sharing which enables them to show each other exactly what they are seeing. Afterward, Lorenzo explains that he has taken care of Latias and Latios ever since they were babies. The pair were left orphaned by their father, Latios, who sacrificed his life to protect Alto Mare from the evil Trainer. A collage of stone tiles tells the story in more detail while Lorenzo shows Ash the precious Soul Dew, said to contain Latios's soul and the power to destroy Alto Mare, housed in a pool of pure water. Lorenzo asks Ash to keep the secret garden and location of the Soul Dew a secret, and he agrees. With it getting late, Ash and Pikachu decide to leave the Secret Garden, much to Latias's dismay as she still wants to keep playing. Lorenzo takes Ash through a shortcut via his gondola workshop, while Bianca takes Ash the rest of the way by boat. Ash takes the opportunity to ask Bianca about the two girls who were chasing her before. Bianca is confused at first but realizes that it must have been Latias who was being pursued, which proves more concerning for her.


The scene cuts to a shot of the ocean as the camera moves away from it, revealing the Latios statue on the right. We then see Ash, Misty and Brock, awed at the sight of the museum of which they are about to enter. Ash describes it as looking more like a palace than a museum. We then see the same spy camera we saw earlier, which zooms in on Ash. Annie and Oakley look on at their screen.
Overnight, Annie and Oakley leap across the rooftops of Alto Mare to remain undetected. The Rocket trio, meanwhile goes after them, until they fail to make one jump and land on a lamp post. The unannounced arrival of {{TP|Jessie|Wobbuffet}} makes the situation more precarious, as his added weight leads the post to break, sending Team Rocket plummeting to the ground. Annie sends her Espeon to subdue Lorenzo, who is busily carving a gondola in his workshop. Annie and Oakley pass through to the Secret Garden. Latios quickly detects the threat and tries to attack the girls, but they simply cartwheel out of the way. Latias and Latios become invisible, a surprising technique for Annie and Oakley to witness. However, the Rocket agents are fully prepared and don their special glasses to keep track of their targets. Espeon zeroes in on Latias, attacking her with a {{m|Swift}} attack. Ariados follows on with {{m|Night Shade}}, striking Latias first then Latios who tries to intercept. Oakley goes on to capture Latios in a sticky net, delivering a painful shock to Latios. Latias tries to ambush Espeon, only to be knocked down by a Psybeam attack. Annie calls for a follow-up {{m|Tackle}}, but Latios manages to slide in its path. To subdue Latios, Espeon and Ariados use {{m|Psychic}} and String Shot on him. Latios orders Latias to get away, and Latias heeds her brother's warning and flees into the canals. Oakley isn't bothered by Latias's escape, adding that Latios's power plus the Soul Dew should be enough. She manages to grab the Soul Dew from the pool, allowing Annie to examine it for a moment. Oakley turns her attention to the etched mismatched tiles nearby, and using a computer program to analyze and decipher it, she discovers that it is an operational manual for the DMA.

Lorenzo and Bianca rush over to the sacred pool, discovering that the Soul Dew is now missing. Fearing something bad is about to unfold, they rush over to the museum to confront the culprits. Just ahead, Annie and Oakley reach the DMA inside the museum. Ariados tosses the exhausted Latios into a circular-marked area. A swirling cage appears and carries Latios high into the air and begins to activate the DMA with his absorbed power. The protective gates around the mechanism disappear into the ground, with the control panel clearly in sight. Lorenzo and Bianca arrive but are quickly subdued by another of Espeon's Psychic attacks and Ariados's sticky web keeps them tied up. Oakley proceeds to place the Soul Dew into the designated holder, and the DMA swings into life.


The scene fades into the inside of the museum, as we see Ash, Misty, Brock and Pikachu awed at the museum they are in. They walk up to a reconstruction of a Pokémon skeleton, and a large, elderly man named [[Lorenzo]] walks up to them and reveals that it is the skeleton of an {{p|Aerodactyl}}. He also tells them that there are many different Fossils to look at. Ash sees another one, and Misty identifies it as a Kabutops. They walk further into the museum. Brock steps into an intense ray of light coming through a window, and becomes hopeful that he will definitely find a girl in Alto Mare, but Misty disagrees. Lorenzo sheds light on the fact that the museum temple and the two pillars were built in gratitude to the Latias and the Latios who protected their city from being destroyed. We then see a huge machine, and Lorenzo explains it is the Defense Mechanism of Alto Mare (DMA), and he explains that the citizens never had to use this devastating weapon because the city was never attacked on a huge scale again. While Lorenzo fills in our heroes with this backstory, Ash notices a pretty girl wearing a white beret painting on a higher level, and it appears that it is the same girl as he saw before. He becomes intrigued by and walks forward about 10 steps and touches the DMA, much to Lorenzo's chagrin. He shouts at Ash not to touch it. Ash apologizes, while Pikachu, standing on Ash's left shoulder, is still looking at the girl. Ash is curious about this girl, and he tells Misty and Brock to meet him at the Pokémon Center, as he has something to do. Misty, Brock, and Lorenzo are all left standing there in total surprise.  
Latias, meanwhile, has fled to the local [[Pokémon Center]] to ask for Ash's help, quickly transforming herself into Bianca. Pikachu alerts everyone to Latias's arrival, and Ash explains the peculiar situation to Brock and Misty. Latias reveals her true form at Ash's request, stunning both Brock and Misty. Latias soon receives a sight-sharing transmission from Latios at the museum, alerting Ash and friends to some of Annie and Oakley's evil schemes. Ash sees that Lorenzo and Bianca have been tied up, while the Soul Dew has been taken. Oakley greedily steps into the control pod by herself and ignores Lorenzo's protests as she resurrects the Aerodactyl and Kabutops that once threatened Alto Mare. The two evil Fossil Pokémon, with oddly yellow eyes, are ordered to capture Latias. The sight-sharing comes to an abrupt end, and the group realizes they will have to act quickly. Oakley begins a city-wide lockdown, using the DMA to effectively seal Alto Mare up with gates. Metal gates spring from seemingly nowhere, closing off the laneways and balconies. Ash and Pikachu leap into the canal below, while Latias manages to escape just in time. Ash, determined to save Alto Mare and Latios, soon finds a gondola and orders Latias to help guide him to the museum. They are soon ambushed by the resurrected Aerodactyl, who grabs Latias with its feet. Ash leaps onto it before ordering Pikachu to use Thunderbolt, which works in freeing Latias and Ash. Aerodactyl fires off a {{m|Hyper Beam}}, destroying the gondola and nearly drowning Ash, until Latias's interventions. As Latias begins carrying Ash and Pikachu through the canals, Ash notices a water chariot lying nearby. Hitching Latias to the pulley, Ash is pulled through the canals with ease, even managing to lose Aerodactyl after making a turn down a narrow waterway.  


The scene cuts to the museum exterior, showing Ash and Pikachu running through a walkway who then stop abruptly. Ash looks around, and sees the girl again, her painting/drawing equipment and sketch board in hand. He and Pikachu run down some stairs, through a garden where we see the girl walking over the bridge. Ash and Pikachu cross this bridge and follow the girl, while that same spy camera we saw earlier is honing Ash and Pikachu, all while the diabolical Annie and Oakley watch. We do not see them, only their shadows. Ash and Pikachu finally catch up with the girl, and Ash calls out to her, while she is on the other side of a waterway. He asks why she disappeared earlier like she did. The girl has no idea what he is talking about, and walks off. Ash shouts at her not to go, and runs after her. He crosses the bridge and runs into an alleyway. He is at a four-way intersection- and a revolving shot shows his situation - which way should he go? He walks ahead, walks and stops on a bridge (and we see some {{p|Murkrow}}), hesitates and runs forward again. He comes across another canal, where we see a few passing gondolas and a {{p|Yanma}} taking off. Ash realizes that they are lost, and that the city is like a maze. Pikachu shouts towards the bridge, Ash turns his head and sees the girl again. She runs off, Ash chases after her again and he follows her through a series of alleyways. He then gets to a pathway that leads through an archway with plants and vines covering it. He then gets to the end of the archway, and he sees two {{p|Pidgey}} drinking from a fountain, enjoying themselves. They notice Ash, and get back to their enjoyment. Ash then sees the mysterious girl at the end of a walkway, and she runs towards a wall, then through a mysterious portal. Ash is surprised. Pikachu then runs through the portal, and Ash follows Pikachu's example. He walks through a short, dark tunnel and reaches the end of it. He sees Pikachu, and runs through two pillars and comes upon a Secret Garden. It is a vast, sprawling place; with statues, grassy fields, ponds, fountains and large trees. It is home to {{p|Butterfree}}, {{p|Yanma}}, {{p|Wooper}}, {{p|Poliwag}} and other Pokémon. Ash and Pikachu walk down the stairs, and Ash wonders where he is. He then looks ahead, and sees the mysterious girl standing in front of a fountain. She then runs off. Ash and Pikachu follow her, and they see her on a swing next to a pond. They walk up to her and nearby stationary objects starts to spin ominously. Ash and Pikachu notice this. Then, all of a sudden, a winged, cloaked creature comes blasting out of a manmade pond and files at a very high speed, swooping dangerously close to Ash and Pikachu. It comes back again and Pikachu tries to hit it with an electric attack, but misses, so the winged creature successfully hits Pikachu. Ash goes to check Pikachu, but Pikachu gets up; it has taken little damage. The creature comes back to strike Ash and Pikachu, but the girl runs in front of Ash and Pikachu, holds her arms out, preventing the winged creature from attacking. The creature then uncloaks itself. Ash gets up, completely flabbergasted, while the girl still blocks Ash from any further harm. Then Ash immediately recognizes the blue and white creature as the legendary Pokémon  {{OBP|Latios|M05}}. Latios roars at the girl, telling her to move, but the girl shakes her head at Latios. Ash wonders why Latios is mad, and all of a sudden another girl wearing a white beret who is exactly identical in appearance (minus the beret) to the girl blocking Latios appears. She asks Ash how he got into the Secret Garden, and then accuses him of being a thief. Ash introduces himself, but this is not enough to convince the beret-wearing girl and she commands Latios to attack, when all of a sudden Lorenzo appears. He stops the fighting, and tells the girl, who is his granddaughter, that Ash is telling the truth. She is still not convinced, but Lorenzo hushes her, and says to the girl without the beret "Latias, would you like you play with your new friend?" Ash is confused as to why Lorenzo is calling the girl "Latias", but nevertheless the girl nods, and she takes Ash's hand and runs over to the swing she was swinging on earlier. She seats Ash on the swing and runs back, pushing off on the swing and stands on it behind Ash. He asks that isn't Latias the name of a Pokémon, and then, the girl transforms into a red and white colored creature that is none other than the legendary Pokémon Latias. Ash, shocked by this transformation, falls off the swing and faceplants on the ground. Latias flies over and helps Ash up, and he assures her that he is okay. Latias is happy, and flies in quick circles around him. Lorenzo observes that Latias has taken a liking towards Ash. Pikachu agrees, and Latios appears, with Pikachu becoming scared of Latios. It then licks Pikachu and Pikachu's fear is wiped clean. A short montage of shots show Pikachu climbing a tree and hopping onto Latias, then hopping over to Latios. While the Pokémon play with each other, the beret-wearing girl introduces herself as {{mov|Bianca}}. She apologizes for what happened before, and Lorenzo explains that their family has protected the Secret Garden for generations. Bianca also says that Latias likes to shapeshift into her, because they are best friends. Bianca also reveals that Latias and Latios are siblings - Latios is the older brother and Latias is the younger sister. Latias then flies towards Ash with Pikachu on her back and Pikachu jumps and lands on Ash. Latias then takes Ash's hat, and Ash chases after it and jumps up, trying to get the hat from Latias. He succeeds in doing so, but Latias tries to get the hat back. Then, Latios faces Latias and its eyes start to glow light blue. Latias's eyes then start to glow a light blue also. Latios roars, then flies straight into the pond and Latias comes down to Ash, Bianca and Lorenzo's level. The entire scenario appears to have changed - Ash, Bianca, Lorenzo and Latias are surrounded by a mystical light as the area they appear to be standing in is underwater, yet they are still standing stationary as before. As Ash and Pikachu try to figure out what is going on, they go through a tunnel and at the end is a bright light - they go through it, make a right turn, and then we see Latios do the same thing. Ash asks what is going on, and Bianca explains that Latias and Latios are showing them the underwater world, by telepathically projecting what Latios is seeing. Lorenzo explains this is called "Sight Sharing". As Latios flies underwater through the canals, past a school of {{p|Remoraid}}, Bianca says that this rare privilege is Latios' way of showing that he likes his new friends. As Latios goes through numerous turns, past a school of {{p|Chinchou}} and then past a group of {{p|Quagsire}}, Ash is awed at his experience of sight sharing.
Back at the Pokémon Center, Misty and Brock have scaled some of the obstacles, but remain trapped by the metal gates. Noting that Ash managed to leave all of his other Pokémon behind, Brock and Misty send out {{TP|Brock|Crobat}}, {{TP|Misty|Politoed}} and {{TP|Misty|Corsola}} to assist in the meantime. The Pokémon reinforcements arrive just in time, saving Ash from the resurrected Kabutops and its sharp scythes. As Ash and Latias near the museum, Oakley sends a wall of water their way. Latias uses {{m|Safeguard}}, saving herself and Ash from drowning. This consequently causes the DMA to go haywire, trapping Oakley inside as its controls are overwhelmed. The crystal blue-colored Soul Dew transforms into a murky orb and the machine begins to demand more power from Latios. Ash and Latias soon arrive, with Lorenzo and Bianca quickly freed from their holds while Latias tries to help her brother Latios. After trying to charge at the spherical cage holding Latios several times, Latias is eventually able to overpower it while Ash and the others pull Latios free. The DMA stops swinging around wildly, while Oakley comes to her senses from being overcome by the controls. Annie decides they should make their getaway, and Oakley simply agrees. Annie goes to retrieve the Soul Dew from the DMA, however, this causes the special jewel to break and she is thrown into the control pod by the resulting wave of energy. The hatch seals shut, trapping Annie and Oakley inside while the DMA reactivates, now pulsing with red energy. Misty and Brock reach the museum as this all unfolds. Lorenzo proclaims that the prophecy is coming true, declaring that the Soul Dew has been out of the water for far too long, so the waterways across Alto Mare will be consequently drained.


The scene cuts back to the Secret Garden. Bianca tells Ash of the legend of Latias and Latios and how they saved the city that was explained in the previous backstory. After the Soul Dew resided on Alto Mare, Latias and Latios visited quite often. Ash figures that the current Latias and Latios' ancestors protected this island. Ash catches a glimpse of the DMA, and the tiles they are standing on is actually a diagram of how to use the DMA and the Soul Dew's true powers. They then walk up to a small body of water. Under the water there is a magnificent spherical orb with a transparent blue color and a bright light protruding from the center. This is the Soul Dew. Lorenzo explains that his ancestors created the DMA to release the immense power within the Soul Dew with the help of Latios. The Soul Dew also contains the soul of a deceased Latios. It was only done to protect the island. Lorenzo also explains that the location of the Soul Dew must be kept a secret from everyone. Latias then comes out of nowhere up behind Ash, and picks him up, holding him above the main fountain, then dropping him into the fountain. Just as he is about to fall in, the larger Latios swoops down and catches Ash on his back. Latios flies up back to Bianca and Lorenzo's level and Ash gets off Latios. Latias goes up to Ash and starts rubbing and hugging him intimately, as if she has a crush on Ash. Bianca explains that Latias wants to play with Ash some more, but Ash has to head back to the Pokémon Center to find Misty and Brock. He tells Latias that he will come back and play later with her. Latias is saddened by Ash having to leave, and they exit, with Latias following Latios, as they fly off into the depths of the secret garden. As they fly together, we see that Annie and Oakley's spy camera has been in the Secret Garden the whole time Ash was there...
As warned, the waters all recede from Alto Mare. Lorenzo, however, warns that a far worse event is ahead. Latias and Latios sense the next threat, a tsunami wave that is due to hit the city. The Eon siblings rush directly into the wake and disperse it with their immense powers, appearing like a giant blue orb. The now fast-moving currents begin replenishing the canals and waterways, while the Rocket trio is washed away. Latios, however, is exhausted and has expended all of his power. Like his father before him, he has made the ultimate sacrifice to save the city of Alto Mare. A bright blue beam of light appears in the sky, signaling Latios has departed from the world. The effects of the DMA begin to settle, with the resurrected Pokémon returning to their places at the museum, and the barricades across the city now disappearing.


The scene cuts to Lorenzo's gondola shed/workshop. It is now dusk. As they walk through the workshop, Lorenzo explains his occasional work as a tour guide in Alto Mare's canals and in the museum. He then asks Bianca to take Ash back to the Pokémon Center.
As the day breaks, Lorenzo takes Bianca and the others out to sea to search for Latios and Latias. A wild {{p|Mantine}} and a pair of {{p|Chinchou}} carry the exhausted Latias directly to their gondola. Bianca is glad to be reunited with one of them, but cannot help but wonder about Latios’s whereabouts. Latias gestures up at the sky, and Bianca realizes that the blue light up to the sky was Latios. Lorenzo reveals that Latios, like his father, gave his life to save Alto Mare. The gesture leaves everyone feeling somber and cold. Latias receives a sight-sharing transmission, allowing everyone to see from Latios's perspective; the world from space, and finally complete darkness. Bianca receives a new Soul Dew, a final gift from Latios, before everyone is returned to the gondola. Afterward, the new Soul Dew is placed back in the Secret Garden pool, with Lorenzo and Bianca thanking Latios for his great sacrifice.


The scene cuts to the Alto Mare canals, and we are treated to an incredible sight of Alto Mare at sunset. We then see a boat motoring past, with Bianca taking Ash and Pikachu back to the Pokémon Center. Ash then asks if it was Bianca who was attacked by Annie and Oakley earlier, or Latias. Bianca does not know what he is talking about, so Ash then figures it must have been Latias who was attacked earlier. Bianca starts to worry about this.  
Later, Ash, Misty, and Brock prepare to continue on their journey across Johto. They boat passed Lorenzo's workshop to thank him and say goodbye. Lorenzo calls out to Bianca, but with no answer, he concludes that she must have already left for the market. He wishes them luck anyhow, and the group moves on. As Ash and the others speed off, Ash spots Bianca or Latias in disguise waving to him from one of the other laneways and orders the driver to pull over. Bianca or Latias runs over to the pier to give Ash a parting gift, a sketch, and what appears to be a kiss on the cheek. He calls out only for her to run off. Misty and the others are left stunned by the surprise kiss but are also left wondering whether that was Bianca who left her hat behind or Latias in disguise. Ash, however, is unfazed. He unwraps the drawing to see that it is of him and Pikachu together before their boat continues. Pikachu soon spots something up in the sky, Latias and two Latios flying overhead in formation, bringing smiles to everyone's faces.

Back at the museum, Lorenzo is busily ordering repair work on the DMA. Meanwhile, [[Officer Jenny]] and her force place Annie and Oakley under arrest, after the two are discovered trapped inside the DMA. Housed in a maximum security facility, the Rocket duo now wear prison stripes and read books on precious artifacts that they hope to one day steal.


The scene cuts to an alleyway, and it is now nighttime. We see the villains Annie and Oakley hopping over rooftops and gaps. We then see Meowth, then Jessie and James. Meowth says that they have to follow them over those rooftops, and James remarks that he used to be a skilled Gymnast. Jessie starts to become over confident and revs up James and Meowth. As Annie and Oakley are scaling rooftops; Jessie, James and Meowth are clumsily following them. As Annie and Oakley both jump over a wide gap, all three slip on an arched roof, wipe out, fall down and land on top of each other onto a suspended wall light below. They all say at the same time, "that was a close one." Then, to make matters worse for them, Wobbuffet appears and stands on top of James. The weight now is too much for the street light and it breaks, and all four fall to the ground.

The scene cuts back to Lorenzo's workshop, and Lorenzo is hard at work. Then an Espeon walks into Lorenzo's workshop. Lorenzo sees Espeon, and asks it where it came from. Then suddenly, Espeon attacks Lorenzo and knocks him out with {{m|Psychic}}. Annie and Oakley appear, and Annie compliments her Espeon.

The scene cuts back to the Secret Garden, where we see Latias and Latios sleeping next to each other. The revolving objects we saw earlier start to rotate again. Latios wakes up, noticing this and gets up. We then see Annie and Oakley, who have entered the Secret Garden. Latios charges at the two villains, but they dodge Latios by cartwheeling. As the two women make time with classy banter, Latios continually charges at Annie. Latias and Latios then disappear, though the use of cloaking. Annie and Oakley are surprised by their abilities which they did not know about before. Latios charges at Annie again, who somehow manages to dodge again. Annie and Oakley then put on the special glasses that allow them to see the near-invisible Latias and Latios. They see Latios, and Annie commands her Espeon to use {{m|Swift}}. Espeon manages to hit Latios, but is then struck from the side by Latias. Oakley then commands her Ariados to use {{m|Night Shade}}, but then Latios flies in front of the attack, taking it for Latias. Oakley then pulls out an electronic sticky net and throws it at Latios. The net wraps itself around Latios, shocks him, and drains most of his energy. Latios comes crashing down to the ground. Latias flies around getting ready to attack, but Annie commands her Espeon to use Psybeam and successfully hits Latias, sending it crashing into a hill. Espeon is about to finish Latias with {{m|Tackle}}, but Latios in its near-incapacitated state slides across Espeon, stopping it from causing any further harm. Latias calls to Latios, but he shouts at her, presumably telling her to run and get out of the Secret Garden. Annie then commands her Espeon to use Psychic again and Oakley commands Ariados to use String Shot, both attacks on Latios. Both hit Latios, but just as Latias is about to attack, Latios stops her, and shouts at her to run and get help. Latias reluctantly starts to escape, but Annie and Oakley chase after it. Latios shouts at it again to run and Latias flies away from them, but Annie and Oakley both throw nets at Latias. Luckily Latios jumps in front of the nets and saves Latias from being captured. Latias escapes through the fountain and the secret tunnel Latios used earlier. Annie and Oakley look over the balcony at the fountain through which Latias escaped, and they declare that one Pokémon is enough. They then walk up to the Soul Dew. Oakley initially struggles to pull it out, but eventually she succeeds. Oakley is awed at the sight of the marvelous jewel. Annie is anxious to see it, and she is even more hypnotized at the sight of the Soul Dew. She declares it to be the most beautiful jewel she has ever seen. Oakley then sees the diagram of how to use the DMA on the stone tile floor. She explains that if the Soul Dew were to be used for evil, the Soul Dew would be destroyed, resulting in water from the ocean swallowing Alto Mare. Oakley declares that she has solved the puzzle, and she will go ahead with their plan, thinking that the warnings about evil-doing with the DMA is just a joke. The last shot is a shot of the water ceasing to flow in the Secret Garden.

The scene cuts to a canal and a bridge and Latias dives frantically out of the water and cloaks itself. The scene cuts back to the Secret Garden, where we see Bianca and Lorenzo running up to the body of water that contained the Soul Dew. They discover that it is missing, and Bianca figures that it is the work of the two women Ash told her about before. The scene then cuts to an exterior shot of the museum, and then inside of the museum, where Annie and Oakley are transporting the captured Latios to the DMA. Oakley's Ariados carries the unconscious Latios to a certain spot with a circle with triangles around it, with three rings surrounding the spot. The circle glows with light, and the three rings protrude up along with Latios. The rings start to spin in formation around Latios. Red creases in the floor start to illuminate. Then, the oddly-shaped pillars start to open up and come down, unveiling the DMA. The pillars start to disappear through the floor. Bianca and Lorenzo appear and Lorenzo asks Annie and Oakley what they have done. The sisters once again make time with classy banter. Annie then commands her Espeon to use Psychic on Bianca and Lorenzo, incapacitating them. As Annie waves "good night" to them, Oakley walks up to the DMA and goes to "test" it out. She places the Soul Dew in the receptor, and the DMA becomes under Oakley's control, much to her pleasure.
 
The scene cuts to the Pokémon Center where a cloaked Latias is looking for Ash, Misty and Brock's room. She finds it, and sees them through the opened doors. While Pikachu is sleeping next to Ash, it senses Latias' presence and wakes up. In front of Pikachu's eyes Latias transforms into human form, identical to Bianca. Ash is woken up by this and at first thinks Latias is Bianca. Latias runs up to Ash, visibly scared. Ash immediately figures out that it is actually Latias in human form, so he explains it to Misty and Brock, who are now awake. He tells Latias that she doesn't need to be afraid; these people are his friends. Latias hangs her head, Misty waves awkwardly and Brock smiles towards Latias. Ash nods his head and Latias stands up and transforms back into its normal self, much to the surprise and shock of Brock and Misty.
 
The scene cuts back to the museum, where Bianca and Lorenzo are tied up by Ariados' {{m|Spider Web}}. As they struggle, Bianca calls to Latios, telling him to wake up and snap out of his possession. Latios is asleep, but then wakes up. As the DMA is warming up, the main controls are presented with stairs appearing from the floor. Annie remarks that it looks uncomfortable to sit in. Latios attempts to break out, but is unsuccessful thanks to a force field set up around the rotating rings. It keeps trying, but to no avail. It then uses its sight sharing power, where the scene transitions to Ash's Pokémon Center room, with Latias. Ash, Misty and Brock immediately see what Latios is seeing, that is, the DMA in action and Bianca and Lorenzo tied up. Misty and Brock are confused, but Ash fills them in on what is happening. They then see the Soul Dew being used. The scene then cuts back to the museum, where Oakley steps into the control unit. Annie looks on at Oakley nervously. Lorenzo shouts at them not to use it, but Oakley has already started. First she regenerates the fossilized Kabutops and Aerodactyl through a transparent blue cloud of particles, and the two ancient Pokémon appear. Through sight sharing, Ash, Misty, Brock and Pikachu witness all of this. Lorenzo is confused as to what Oakley is doing. Oakley then commands Kabutops and Aerodactyl to find Latias and bring her back to the museum. Latios stops the sight sharing, as both Pokémon have lost energy from it. The scene cuts back to the Pokémon Center and Ash asks Latias if it is okay. Misty and Brock ask what is going on, and Ash replies that he doesn't know, but that it's something bad. The scene cuts back to the museum where Oakley, now completely obsessed with her powers, declares "the city is all mine!"
 
The scene cuts to Jessie, James and Meowth; walking through an alleyway and wondering where they are. They realize that they need to get to a waterway and run towards one. But then Oakley starts seals off the entire city with prison-like bars. Before they can get to the waterway, Jessie, James and Meowth are thwarted by the bars sealing off the alleyways. They attempt to escape, but the next intersection is also blocked off by appearing bars. A series of shots, including one of Oakley with the machine, show bars of all forms sealing off every passageway, every alleyway and every house in Alto Mare. Then, we cut back to the Pokémon Center, where Ash and Latias are witnessing the city lockdown. He then sees a few nearby balconies being closed with bars and immediately he, Pikachu and Latias jump off the balcony into the water, before they are trapped behind it. Misty and Brock, who are now trapped, are worried for Ash, but he surfaces from the water and tells them that he is going to the museum to rescue Latios, Bianca and Lorenzo. He then swims off down the canal. As more alleyways are being sealed off, Ash and Pikachu climb into a Venetian boat and Ash grabs an oar in the back. He tells Latias that he is going to rescue her friends at the museum, and that he needs her to guide him there.
 
The scene cuts back to the museum, where Latios is in considerable pain. The red crease are taking Latios's energy and using it to power the DMA. As Oakley operates it; Bianca, Lorenzo and even Annie start to become nervous. The scene cuts to a canal where Ash is rowing the boat whilst following Latias' lead. As he goes under a tunnel, the Aerodactyl brought back to life by Oakley swoops down right under Ash and grabs Latias with its feet. Ash drops the oar, jumps off the boat and grabs onto Aerodactyl's foot. Ash then commands Pikachu, who is standing on the tip of the boat to use Thunderbolt, which it does. The thunderbolt squarely hits Aerodactyl, Latias and Ash; and all are clearly affected by the attack. Aerodactyl drops Latias and Ash and is clearly shaken by the Thunderbolt. Ash surfaces and Latias flies off in fear, cloaking itself. Aerodactyl swoops down and launches a {{m|Hyper Beam}} at Ash and Pikachu. The ferocious attack destroys the boat Ash was using. Pikachu manages to dodge the attack but the Hyper Beam grazes Ash. It kicks up water, and Ash is plunged back into the water, in pain. Latias, hiding from Aerodactyl, uncloaks itself and dives into the water, saving the unconscious Ash. She picks him up and lifts him to the surface. He is still conscious, but is coughing and spluttering. Pikachu swims to them and Ash thanks Latias for saving him. As Latias slowly moves with Ash partially in the water Ash sees Aerodactyl and he knows he has to figure out how to get away from it. Ash then catches a glimpse of two rafts. He tells Latias to stop and he climbs up onto the dock where the two rafts are located. The scene then cuts to Latias pulling Ash, who is on the raft, with the teather cord; like when Ash was pulled by Latias in the Tour de Alto Mare. They are going fast but Aerodactyl is catching up to them. While Latias swiftly navigates sharp turns at a fast speed, Ash is having trouble holding on. Aerodactyl is getting closer and closer, until Latias speeds up and suddenly makes a fast turn into a narrow canal between two close buildings. Aerodactyl goes after them, but crashes into the two buildings. Ash and Pikachu are relieved and compliment Latias' quick thinking. Meanwhile, Misty and Brock are having trouble getting through the bars that have sealed off the buildings. Brock tries to open the bars using his own strength, but to no avail. They decide to help Ash, as he has left all of his Poké Balls behind. Brock sends out his {{TP|Brock|Crobat}} and Misty sends out her {{TP|Misty|Politoed}} and Corsola. They tell them to go lend Ash a hand and that they will meet up with them later. Crobat flies off, while Politoed and Corsola dive into the canal. Brock has lost his patience and decides to climb the fence. We then cut back to the Ash and Latias chase. While they are going, the Kabutops Oakley summoned earlier has now caught up with them. It {{m|slash}}es at Ash and is able to catch up to Latias' speed. It hops from object to object, boat to boat, dock to dock and scales a wall briefly. While Ash attempts to outrun Kabutops, he slides wide at a left turn and crashes into a concrete dock. He manages to hop off in the nick of time and Kabutops' Slash attack misses him by inches. Pikachu has fallen into the water and Kabutops is about to stab Ash with its sword-like claws. Then Crobat arrives and tackles Kabutops. Politoed and Corsola finish it off with Water Gun and BubbleBeam, respectively.
 
The scene cuts back to the museum, where Latios is taking damage from the energy used by the DMA. Oakley then pulls up a monitoring system on the DMA and sees Ash, Pikachu and Latias. Lorenzo shouts at Oakley and tells her that if the Soul Dew were to be used for evil, it would become irreversibly broken. Oakley does not take him seriously and is now completely consumed by the powers of the DMA. Annie starts to fear for Oakley. Oakley then starts to manipulate the canal and ocean water with the DMA. Latios is being severely affected by this and the bright light that was protruding from the Soul Dew has ceased. We cut back to Ash, Pikachu and Latias, who are traveling quickly to the museum. Oakley manipulates the water in such a way that it comes out of the ocean and appears to be in the shape of the bottom of a tree trunk. It moves towards the museum. Ash, Pikachu and Latias are shocked at the sight of this. They arrive at some stairs, Ash hops off the raft and runs towards the museum. Oakley makes the water come down like a tsunami. Then it forms a rectangle around Ash, Latias and Pikachu. The water rises up in front and behind them, swirling down and crashing on them. The water traps Ash and Pikachu, attempting to drown them. Latias is also struggling but all of a sudden she activates a power that expels the water and destroys the screen on the control board, rendering the DMA useless. After using this tremendous power, Latias falls to the ground from a long height. Ash and Pikachu run over to Latias. Latias gets up and is fine. After the DMA has been overwhelmed by Latias, the machine starts to go out of control. The Soul Dew is now forever corrupted and Latios is suffering even more. Ash, Pikachu and Latias make it to the museum. Annie sees them, but before she can order her Espeon to attack, Ash commands Pikachu to use ThunderShock which lands a clean hit on Annie and Espeon, who are now incapacitated. Ash and Pikachu run off to help Bianca and Lorenzo. Ash attempts to free Bianca first from the Spider Web, but to no avail. Ash has Pikachu use {{m|ThunderShock}} and it succeeds; the web comes off Bianca. Latias attempts to free Latios from the rings. Lorenzo is now free as well and says that the machine is out of control. Annie starts to worry for Oakley, who is still in the rampaging machine. While Latias attempts to free Latios from the DMA, Bianca says that if Latios is not freed from the machine it will die. Ash orders a Thunderbolt from Pikachu, who hits the forcefield around the rings but the attack rebounds. Latias still can't penetrate the forcefield, so Ash decides to run into the forcefield with Pikachu. They do not succeed so Latias uses its mysterious power again to breakthrough the forcefield, jamming the rings for just long enough. Ash, Bianca and Lorenzo manage to pull Latios out of the rings and the DMA finally shuts down. Latios is in bad shape but Latias goes up to him and he wakes up, much to everyone's relief. Bianca hugs Latios and Annie hops up to where Oakley is, who has one arm hanging out of the DMA. Oakley asks what happened, and Annie tells her that she got carried away. Misty and Brock then enter, happy that Ash is okay. Annie says that she will take the Soul Dew this time. Oakley is disappointed with what happened. Annie walks up to the corrupted Soul Dew, and she is disgusted by the colors of it - red, black and purple all swirling around. Annie reaches out for it but Lorenzo shouts at her not to touch it. When she does attempt to pick it up, it protrudes light, blows Annie back into the cockpit and explodes into a million red pieces. Then red energy surrounds the DMA and it starts to operate again. The control panel shuts with Annie and Oakley inside and the protective pillars come up again. Lorenzo re-tells the legend of the Soul Dew, and water then starts to surround Alto Mare.
 
The scene cuts to Team Rocket who have finally managed to climb the bars, and they see the very fast current washing away boats and rafts. A montage of shots show boats and other objects being washed out to sea, with the water going out too. The entire ocean and the canals of Alto Mare have been completely drained. Latias and Latios fly over to the Sun Tower and begin circling it. They then face the ocean. Latios is still not in very good shape. A giant tsunami then rises out of the ocean, destroying some ancient ruins. Lorenzo says that at this point, the city will be destroyed. Latias and Latios decide to take action: they both fly towards the tsunami at high speed, much to the surprise and shock of Ash, Misty, Brock, Bianca and Lorenzo. Latios emits a beam of energy from itself and Latias does the same. Their whole bodies glow white and they combine themselves together to form a ball of energy. The ball of energy gets larger and larger and starts to separate the tsunami, causing a better flow of water. The spherical beam of light shows Latias and a transparent, blue Latios. He extends his arm out to Latias, and then lets go. Latios emits a blue light and separates from her. As this happens, a blue wave of light forms a single beam of light, going up into the sky. Bianca wonders what just happened and Misty points to the ocean. The ocean water is calmly filling up again, along with the canals. We cut to Jessie, James and Meowth, who have gotten over the bars and to the canals. Once they stop to rest, Jessie wonders what is wrong with Alto Mare. Then the water flows back into the city, which washes them into the canal. They are helpless in the fast current and get swept down Alto Mare's canals. A montage of shots then shows the lockdown bars finally disappearing. The Kabutops disintegrates into blue particles, and we then see the Aerodactyl while a resident comes out of his balcony. The Aerodactyl flies by the resident and it too disintegrates into blue particles. We then see the Kabutops particles going back to the Fossil, while Annie and Oakley bicker while they are locked inside the DMA.
 
The scene cuts from black, and it is now sunrise. Ash, Misty, Brock, Bianca and Lorenzo call Latias while in a boat. Pikachu then sees something, and calls to Ash. Latias is on top of a {{p|Mantine}} escorted by two Chinchou. She is unconscious. Mantine brings Latias over to the boat, where Ash, Brock and Bianca pick her up and haul her into the boat. While Ash hangs onto Latias, she wakes up and is okay. Bianca then asks her where Latios is. Latias looks up to the sky. Then Bianca and Lorenzo figures out that the beam of light before was Latios sacrificing itself to save the city. Everyone is saddened by this. Latias then activates her sight-sharing powers, and Latios, now in a spherical form, is in space above the [[Pokémon world]]. It starts to move farther away from the planet. They look on at their world and Misty says that is very pretty. Then, the sight sharing is gone. A light then protrudes from the sphere as Latios is now reborn as a new Soul Dew. The orb comes from the light and falls into Bianca's hands. Bianca holds the new Soul Dew closely while Ash holds Latias as it mourns the death of its sibling.
 
The scene fades to the Secret Garden, and it is now morning. We see the main characters at the Soul Dew fountain where Lorenzo places the new Soul Dew in place of the original one. The water then starts to flow out of the fountain. Bianca says, "Keep watching over us, will you, Latios?" Then the fountains start to flow normally again. It then fades to two ringing church bells, then to a magnificent establishing shot of Alto Mare. The scene then fades to black.
 
The scene fades from black to Lorenzo outside his workshop. A boat comes up, and it stops. Ash waves to Lorenzo and thanks him for all his help. Lorenzo is surprised they are leaving already, so he calls Bianca down. He calls again, but there is no response. Then we get a view of Bianca's room, and someone or something grabs a drawing off Bianca's sketch board. Her beret is shown hanging on the wooden stand. Ash and his friends are about to leave Alto Mare, but Ash catches a glimpse of a girl running on a bridge, identifying her as Bianca. He asks the driver to stop the boat. They stop at a wooden dock, where Ash gets off and Bianca arrives. She is holding a rolled up piece of paper. She then looks at Ash intimately. She gives him the drawing, and then plants a long kiss on his cheek. Misty is so shocked that she drops Togepi and stares at them. Brock, too, is surprised and he does a 360 degree turn. He also stares at Ash and Bianca. Bianca then runs off, without saying a word. Misty wonders whether if that was Bianca or Latias, as she was not wearing the beret. Brock is extremely jealous. Ash unrolls the paper which turns out to be a sketch of him and Pikachu on his shoulder. He smiles on a final note that ends the film.

Pokémon Heroes: Latios & Latias (Japanese: 劇場版ポケットモンスター　水の都の護神　ラティアスとラティオス Pocket Monsters the Movie - Guardian Gods of the City of Water: Latias and Latios; officially known as The Guardians of the City of Water / 水の都の護神 in Japan), also known simply as Pokémon Heroes, is the fifth Pokémon movie and the final original series movie. It features Latios and Latias.

It was released in Japan on July 13, 2002. Distributed on limited release by Miramax Films, it opened in select American theaters on May 16, 2003. It was released on VHS and DVD in the United States on January 20, 2004. Echo Bridge Home Entertainment released the movie on Blu-ray (along with Destiny Deoxys on the same disc) on May 15, 2011.

Pokémon Heroes: Latios & Latias was shown with the Pikachu short Camp Pikachu.

Every year the city of Alto Mare holds a special Water Pokémon race through its canal streets—and this time around, Ash and Misty are top competitors! Ash gets a special peek into the secret world of Latios and Latias, but this world is soon threatened by the two women from before—Annie and Oakley—who are after the two Legendary Pokémon, as well as a mysterious jewel called the Soul Dew. These elements combined will let them control a powerful machine that normally protects against danger. When the machine malfunctions, though, it not only puts Latios and Latias at serious risk, but the entire city of Alto Mare!

Plot

Annie and Oakley, two members of Team Rocket, are determined to control the Soul Dew, a special jewel with immense power. Their overnight library heist proves successful, with Oakley quickly locating her target, an ancient book. Oakley is particularly focused on the final chapter, informing Annie that a special machine known as the Defense Mechanism of Alto Mare, or DMA for short, requires the Soul Dew to work. They leave their kiss-printed calling card and a rose to be discovered by the security guard while they escape. Annie and Oakley zip line into their waiting rocket-propelled vehicle, heading for their next destination, the canal city of Alto Mare, Johto.

On the day of the annual Tour de Alto Mare, a water chariot race through the canals of Alto Mare arrives. Hoping to claim victory, Ash enters with his Totodile, while traveling companion Misty and her Corsola are competing as well. Brock, caring for Pikachu and Togepi, is amongst the crowd watching from a towering bridge. Brock quickly becomes distracted by a beautiful girl and accidentally pushes Pikachu off the bridge. Pikachu, however, is caught by Ash as he passes underneath and quickly repositions himself on Ash’s shoulder. The race quickly becomes a three-tied event between Ash, Misty, and last year's winner Ross. As they round the sharp turns, they accidentally splash the Team Rocket trio whose alfresco meal is spoiled by the crashing wake. At one point, Ash falls off his chariot while making a bend, and he quickly loses his lead when other contestants race past him. The help of a mysterious invisible Pokémon, a Latias, helps Ash and Totodile make a speedy comeback into a top-three position. Ash cannot understand Totodile's sudden boost of energy. However, Ash's chances of winning are dashed when Latias's older brother, a Latios, intervenes and pulls Ash and Latias off-track. Latios eventually pulls Latias away from the water chariot, sending Ash and Totodile crashing in the process. Ross and Misty, meanwhile, both reach the finish line. Reviewing the footage, the judges notice that Corsola's horn narrowly reaches the finish line first, giving Misty the title of the year's Tour de Alto Mare winner. Ross congratulates Misty on the victory and also offers to show her around town.

Ross, also a local gondolier, gives Ash and his friends a gondola-guided tour of Alto Mare. Misty admires her glass medallion prize, which Ross says depicts the guardians of Alto Mare, Latias, and Latios. She spots the two guardians on a pair of stone columns in the main city square. Ross adds that people never see the guardians anymore, namely because Alto Mare is now peaceful. Ash and the others wonder if they will get a chance to meet them.

Meanwhile, Annie and Oakley, are scanning the main piazza for any signs of Latias or Latios. Oakley reveals that the Eon duo can transform into anything, even people, to remain undiscovered. Their special camera soon spots Latias disguised as a girl, so Annie and Oakley turn on their speedboat and zero in on their target. The Rocket trio, meanwhile, is enjoying some gelato when the wake from Annie and Oakley's speeding boat washes over them. James immediately recognizes the pair as fellow Team Rocket members, and Jessie realizes that some secret operation must be happening. The trio agrees to follow Annie and Oakley, hoping to thwart their plot and take all the credit for themselves. Ross, later drops the group off on the shore, informing them about some of the local attractions including a local gelateria. Pikachu becomes side-tracked after spotting a local water pump, and he decides to have a drink. A young girl turns on the water and Pikachu promptly takes a sip. Ash rushes over to call Pikachu back, but the young girl suddenly stares intensely at him, much to his surprise. As she runs off down an alleyway, Ash simply shrugs off the odd encounter. Annie and Oakley trail the girl, with their special glasses confirming it is Latias in disguise, before ambushing her with their Espeon and Ariados. The commotion piques Pikachu's interest, leading Ash directly to the confrontation. Ash intervenes and breaks the "girl" free of Ariados's sticky web.

Annie orders her Espeon to teach Ash a lesson, and a zap of Psybeam injures him. Ash retaliates, having Pikachu use Thunderbolt on the Rocket duo and their Pokémon. Annie subsequently falls into the canal and frustrated about her outfit being ruined, she orders the Pokémon to go after Latias and Ash. Espeon and Ariados pursue their targets through Alto Mare's laneways, though Ash and the “girl” manage to outrun them. The girl grabs Ash by the hand, guiding him back to where they started, the piazza with the drinking fountain. Brock and Misty call out to Ash, asking where he has been. Ash turns around, only to find the girl has disappeared.

Ash reunites with his friends, and they decide to visit the Alto Mare Museum. Inside, Ash notices the skeletal remains of a Pokémon embedded in the tiled floor. The curator, Lorenzo, introduces himself and reveals that there are two Pokémon, a Kabutops and an Aerodactyl, which are reminders of Alto Mare's past. He guides the group through to the DMA, or Defense Mechanism of Alto Mare, which was built to protect Alto Mare. History tells that an evil Pokémon Trainer and their Pokémon terrorized the town. He explains that the original Latios came to the city, using his powers to drown the evil Pokémon and turn the streets into canals. Ash spots the girl from before, accidentally touching the DMA in his moment of distraction. Ash hurriedly leaves his friends and Lorenzo to follow after the girl, all while Annie and Oakley spy on him with their flying surveillance cameras. Ash confronts the girl, however, she denies knowing him at all, much to his confusion. He soon loses track of her after running through some laneways, only for "her" to gesture for him to follow. The "girl" leads Ash through more laneways and a brick wall to a hidden location.

Ash and Pikachu step out from the darkness to find themselves now standing in the Secret Garden, incredibly landscaped and bursting with wild Pokémon. The "girl" appears again, leading Ash and Pikachu to find her swinging by herself on a swing. Ash is attacked by an invisible force, Latios who is determined to keep outsiders away. Pikachu fails to land an attack and is knocked backward by Latios's speed. The "girl" stands in Latios's path, preventing him from knocking Ash over as well. Ash instantly recognizes Latios from the statues that he saw earlier. More confusingly, an identical-looking girl, wearing a white beret, appears. As the girl orders Latios to attack the intruder, Lorenzo from the museum arrives to stop the confrontation. The "girl" who protected Ash decides to play with him, pushing him onto the rope swing before revealing herself to be a Latias in disguise. Latios meanwhile apologizes to Pikachu with a gentle lick to the face before the two start playing around together. The real girl, named Bianca, apologizes to Ash, while her grandfather Lorenzo offers clarity of the situation. Bianca reveals that Latias has the unique ability to transform, and she often disguises herself as her, as they are best friends. Latias and Latios show off one of their other abilities, sight-sharing which enables them to show each other exactly what they are seeing. Afterward, Lorenzo explains that he has taken care of Latias and Latios ever since they were babies. The pair were left orphaned by their father, Latios, who sacrificed his life to protect Alto Mare from the evil Trainer. A collage of stone tiles tells the story in more detail while Lorenzo shows Ash the precious Soul Dew, said to contain Latios's soul and the power to destroy Alto Mare, housed in a pool of pure water. Lorenzo asks Ash to keep the secret garden and location of the Soul Dew a secret, and he agrees. With it getting late, Ash and Pikachu decide to leave the Secret Garden, much to Latias's dismay as she still wants to keep playing. Lorenzo takes Ash through a shortcut via his gondola workshop, while Bianca takes Ash the rest of the way by boat. Ash takes the opportunity to ask Bianca about the two girls who were chasing her before. Bianca is confused at first but realizes that it must have been Latias who was being pursued, which proves more concerning for her.

Overnight, Annie and Oakley leap across the rooftops of Alto Mare to remain undetected. The Rocket trio, meanwhile goes after them, until they fail to make one jump and land on a lamp post. The unannounced arrival of Wobbuffet makes the situation more precarious, as his added weight leads the post to break, sending Team Rocket plummeting to the ground. Annie sends her Espeon to subdue Lorenzo, who is busily carving a gondola in his workshop. Annie and Oakley pass through to the Secret Garden. Latios quickly detects the threat and tries to attack the girls, but they simply cartwheel out of the way. Latias and Latios become invisible, a surprising technique for Annie and Oakley to witness. However, the Rocket agents are fully prepared and don their special glasses to keep track of their targets. Espeon zeroes in on Latias, attacking her with a Swift attack. Ariados follows on with Night Shade, striking Latias first then Latios who tries to intercept. Oakley goes on to capture Latios in a sticky net, delivering a painful shock to Latios. Latias tries to ambush Espeon, only to be knocked down by a Psybeam attack. Annie calls for a follow-up Tackle, but Latios manages to slide in its path. To subdue Latios, Espeon and Ariados use Psychic and String Shot on him. Latios orders Latias to get away, and Latias heeds her brother's warning and flees into the canals. Oakley isn't bothered by Latias's escape, adding that Latios's power plus the Soul Dew should be enough. She manages to grab the Soul Dew from the pool, allowing Annie to examine it for a moment. Oakley turns her attention to the etched mismatched tiles nearby, and using a computer program to analyze and decipher it, she discovers that it is an operational manual for the DMA.

Lorenzo and Bianca rush over to the sacred pool, discovering that the Soul Dew is now missing. Fearing something bad is about to unfold, they rush over to the museum to confront the culprits. Just ahead, Annie and Oakley reach the DMA inside the museum. Ariados tosses the exhausted Latios into a circular-marked area. A swirling cage appears and carries Latios high into the air and begins to activate the DMA with his absorbed power. The protective gates around the mechanism disappear into the ground, with the control panel clearly in sight. Lorenzo and Bianca arrive but are quickly subdued by another of Espeon's Psychic attacks and Ariados's sticky web keeps them tied up. Oakley proceeds to place the Soul Dew into the designated holder, and the DMA swings into life.

Latias, meanwhile, has fled to the local Pokémon Center to ask for Ash's help, quickly transforming herself into Bianca. Pikachu alerts everyone to Latias's arrival, and Ash explains the peculiar situation to Brock and Misty. Latias reveals her true form at Ash's request, stunning both Brock and Misty. Latias soon receives a sight-sharing transmission from Latios at the museum, alerting Ash and friends to some of Annie and Oakley's evil schemes. Ash sees that Lorenzo and Bianca have been tied up, while the Soul Dew has been taken. Oakley greedily steps into the control pod by herself and ignores Lorenzo's protests as she resurrects the Aerodactyl and Kabutops that once threatened Alto Mare. The two evil Fossil Pokémon, with oddly yellow eyes, are ordered to capture Latias. The sight-sharing comes to an abrupt end, and the group realizes they will have to act quickly. Oakley begins a city-wide lockdown, using the DMA to effectively seal Alto Mare up with gates. Metal gates spring from seemingly nowhere, closing off the laneways and balconies. Ash and Pikachu leap into the canal below, while Latias manages to escape just in time. Ash, determined to save Alto Mare and Latios, soon finds a gondola and orders Latias to help guide him to the museum. They are soon ambushed by the resurrected Aerodactyl, who grabs Latias with its feet. Ash leaps onto it before ordering Pikachu to use Thunderbolt, which works in freeing Latias and Ash. Aerodactyl fires off a Hyper Beam, destroying the gondola and nearly drowning Ash, until Latias's interventions. As Latias begins carrying Ash and Pikachu through the canals, Ash notices a water chariot lying nearby. Hitching Latias to the pulley, Ash is pulled through the canals with ease, even managing to lose Aerodactyl after making a turn down a narrow waterway.

Back at the Pokémon Center, Misty and Brock have scaled some of the obstacles, but remain trapped by the metal gates. Noting that Ash managed to leave all of his other Pokémon behind, Brock and Misty send out Crobat, Politoed and Corsola to assist in the meantime. The Pokémon reinforcements arrive just in time, saving Ash from the resurrected Kabutops and its sharp scythes. As Ash and Latias near the museum, Oakley sends a wall of water their way. Latias uses Safeguard, saving herself and Ash from drowning. This consequently causes the DMA to go haywire, trapping Oakley inside as its controls are overwhelmed. The crystal blue-colored Soul Dew transforms into a murky orb and the machine begins to demand more power from Latios. Ash and Latias soon arrive, with Lorenzo and Bianca quickly freed from their holds while Latias tries to help her brother Latios. After trying to charge at the spherical cage holding Latios several times, Latias is eventually able to overpower it while Ash and the others pull Latios free. The DMA stops swinging around wildly, while Oakley comes to her senses from being overcome by the controls. Annie decides they should make their getaway, and Oakley simply agrees. Annie goes to retrieve the Soul Dew from the DMA, however, this causes the special jewel to break and she is thrown into the control pod by the resulting wave of energy. The hatch seals shut, trapping Annie and Oakley inside while the DMA reactivates, now pulsing with red energy. Misty and Brock reach the museum as this all unfolds. Lorenzo proclaims that the prophecy is coming true, declaring that the Soul Dew has been out of the water for far too long, so the waterways across Alto Mare will be consequently drained.

As warned, the waters all recede from Alto Mare. Lorenzo, however, warns that a far worse event is ahead. Latias and Latios sense the next threat, a tsunami wave that is due to hit the city. The Eon siblings rush directly into the wake and disperse it with their immense powers, appearing like a giant blue orb. The now fast-moving currents begin replenishing the canals and waterways, while the Rocket trio is washed away. Latios, however, is exhausted and has expended all of his power. Like his father before him, he has made the ultimate sacrifice to save the city of Alto Mare. A bright blue beam of light appears in the sky, signaling Latios has departed from the world. The effects of the DMA begin to settle, with the resurrected Pokémon returning to their places at the museum, and the barricades across the city now disappearing.

As the day breaks, Lorenzo takes Bianca and the others out to sea to search for Latios and Latias. A wild Mantine and a pair of Chinchou carry the exhausted Latias directly to their gondola. Bianca is glad to be reunited with one of them, but cannot help but wonder about Latios’s whereabouts. Latias gestures up at the sky, and Bianca realizes that the blue light up to the sky was Latios. Lorenzo reveals that Latios, like his father, gave his life to save Alto Mare. The gesture leaves everyone feeling somber and cold. Latias receives a sight-sharing transmission, allowing everyone to see from Latios's perspective; the world from space, and finally complete darkness. Bianca receives a new Soul Dew, a final gift from Latios, before everyone is returned to the gondola. Afterward, the new Soul Dew is placed back in the Secret Garden pool, with Lorenzo and Bianca thanking Latios for his great sacrifice.

Later, Ash, Misty, and Brock prepare to continue on their journey across Johto. They boat passed Lorenzo's workshop to thank him and say goodbye. Lorenzo calls out to Bianca, but with no answer, he concludes that she must have already left for the market. He wishes them luck anyhow, and the group moves on. As Ash and the others speed off, Ash spots Bianca or Latias in disguise waving to him from one of the other laneways and orders the driver to pull over. Bianca or Latias runs over to the pier to give Ash a parting gift, a sketch, and what appears to be a kiss on the cheek. He calls out only for her to run off. Misty and the others are left stunned by the surprise kiss but are also left wondering whether that was Bianca who left her hat behind or Latias in disguise. Ash, however, is unfazed. He unwraps the drawing to see that it is of him and Pikachu together before their boat continues. Pikachu soon spots something up in the sky, Latias and two Latios flying overhead in formation, bringing smiles to everyone's faces.

Back at the museum, Lorenzo is busily ordering repair work on the DMA. Meanwhile, Officer Jenny and her force place Annie and Oakley under arrest, after the two are discovered trapped inside the DMA. Housed in a maximum security facility, the Rocket duo now wear prison stripes and read books on precious artifacts that they hope to one day steal.

  • This movie was released between EP256 and EP257 in Japan.
  • Celebi: The Voice of the Forest was released internationally after this movie was released in Japan.
  • This movie uses the exact same intro as Celebi: The Voice of the Forest in the dub, as this movie's intro was actually made first. This also makes this movie the first Pokémon movie to begin with a "World of Pokémon" sequence in the Japanese version.
  • This is the first movie not to feature a remixed version of the season's theme song during the opening credits; instead, an extended version of Believe in Me with no new lyrics is played.
  • This is the first movie in Japan to use a different opening theme than the opening used at the time in the main series; in this case, using the 2002 remix of Aim to Be a Pokémon Master rather than Ready Go!, which had been used in the anime for four months by the time of the movie's release.
  • Director Kunihiko Yuyama traveled to Venice, Italy for inspiration when designing Alto Mare.
    • This explains why the characters say ciao and arrivederci, as well as the names of Bianca and Lorenzo.

  • This is the first movie in which Team Rocket has no contact with the main characters. It is also the first movie in which they are not the last characters to appear before the ending credits.
  • The English dub mentions that an Aerodactyl and Kabutops both drowned. Though the Rock/Flying-type Aerodactyl may have drowned, it is highly unlikely that the Rock/Water-type Kabutops would have.
  • The reanimated Aerodactyl and Kabutops most likely is a reference on the fossils visible on display in the Pewter City Museum in the games that had been released at the time (and possibly reference MissingNo. and its use of the fossils' sprites as two of its forms as well).

  • This is the final movie to have a different fanfare for the CGI title sequence in the Japanese and dubbed versions.

Errors

  • During the opening scene, Brock narrates how Ash met Pikachu as the events of the first episode are shown with new animation, but fraught with inconsistencies and errors.
    • Ash is pictured fully clothed when he receives Pikachu, but he was in his pajamas at that point in the episode. Also in this scene, Pikachu's Poké Ball surges with electricity as Ash holds it and Pikachu shakes his head after being released, neither of which occur in the episode.
    • In the very next scene, Ash and Pikachu are running on foot from the flock of Spearow while a storm covers the sky, but the storm doesn't occur until after Ash takes Misty's bike in the episode.
    • Ash's hat faces forward during this entire cinematic, even while Ash and Pikachu are lying on the ground after defeating the Spearow. In the episode, he turns it backward right before jumping into the river with Pikachu and it stays that way for the rest of the episode (except for the very end, when his hat erroneously flips back and forth between scenes).
  • When Oakley is typing on her computer, several keys on the keyboard disappear and reappear.
  • In the Finnish dub, the narrator's opening lines before Tour de Alto Mare starts are read by the race announcer instead.

Dub edits

Scene that did not appear in the English dub
  • Brock narrates the opening of the movie instead of the narrator.
  • The entire backstory of the movie was changed in the dub. A segment of approximately two minutes, which told the story of the origin of the Soul Dew in Alto Mare's ancient history, was cut. This cut also removed the reference to the fact that many Latios and Latias visited and left Alto Mare frequently, causing some confusion to dub watchers when two Latios and a Latias appeared in the credits. This scene is very unique because the animation was done in a storybook-like fashion, something that was only done in the fourteenth movie, when it did appear in the dub.
    • A replacement backstory was added in the form of a story about an evil Trainer who once attacked the people of the city with a Kabutops and Aerodactyl until Latios brought water to the town, drowning the evil Pokémon and turning the streets into canals. Lorenzo also mentions having witnessed the evil Trainer's misdeeds, thus giving him a more personal investment in protecting Latios and Latias.
  • In the dub, the Soul Dew is the soul of Latias and Latios's father rather than the soul of one of their ancestors.
  • The dub makes Annie and Oakley members of Team Rocket, but in the original version, the two are working independently and never mention a relationship with Team Rocket or Giovanni.
  • Masashi Ebara and Megumi Hayashibara provide the voices for Latios and Latias in the Japanese version, but Hayashibara provides each Pokémon's voice in the English dub. As a result, Latios's voice sounds like a less feminine Latias.
  • An intense blue tint is applied, making most of the colors much darker than in the original version.
  • When Ash meets Latias in her human form by the water fountain, he thanks her for helping Pikachu out with the water in the original Japanese version, while in the English dub, he asks Pikachu if he didn't want the ice cream he and his friends had bought off-screen.
