This bearded hippie is a character of the day in the Pokémon anime. In the Japanese version, the hippie was simply referred to as an old man.
The hippie's sole appearance was in Wake Up, Snorlax!. While walking down a lonely road, the hippie played a Poké Flute for Ash and his friends. They were grateful to him and continued along their way. The bearded man also played for Team Rocket, but they were less than impressed.
When Ash and the others discovered that the town's food wasn't growing because a Snorlax was blocking the water, they immediately ran to the hippie, who revealed that the Snorlax was his Pokémon.
