This card was released as a promotional card. In Japan, it came with the April 1998 issue of [[CoroCoro]] Comic. The card was never released in English.
In Japan, this card was first available as an {{TCG|Unnumbered Promotional cards|Unnumbered Promotional card}} on a three-card insert alongside {{TCG ID|CoroCoro|Jynx|promo}} and {{TCG ID|CoroCoro|Farfetch'd|promo}} in the April 1998 issue of ''[[CoroCoro]] Comic'', released on March 15, 1998. A mail-in prize draw offering another copy of this card was published in the December 1998 issue of ''CoroCoro Comic'', released on November 15, 1998. People wishing to enter the prize draw were required to affix the application ticket on the bottom left of the article page to a postcard and send it to [[Shogakukan]]. Two thousand winners were sent a set of five cards mounted on two plain sheets: {{TCG ID|CoroCoro|Surfing Pikachu|promo}} and {{TCG ID|CoroCoro|Flying Pikachu|promo}} on one; Jynx, Cubone, and Farfetch'd on the other. A mail-in prize draw offering another copy of this card was published in the December 1998 issue of CoroCoro Comic, released on November 15, 1998.
