Carter

Carter is a minor character who appeared in Bulbasaur...the Ambassador!

While heading to Ecruteak City, Ash and his friends were called to by a man. He had been trying to deliver milk cartons when they started rolling down a hill. Thanks to Ash and the others, Carter recovered his milk cartons. When he heard they were heading to Ecruteak City, he informed them that that's where he was heading as well. He offered them a ride in his blimp, which the kids accepted. After the ride, the kids said goodbye to Carter and continued on to Ecruteak.
