(Japanese: トウガン Tougan) is the Gym Leader of Mio City Gym. He hands out the Minebadge to trainers who defeat him. He specializes in Steel-type Pokémon.

Tougan uses Steel-type Pokémon in his battles. Trainers who defeat him will receive the Mine Badge, TM91 Luster Cannon, and will be able to use Strength outside of battle.
