The Executive Policymakers of Bulbapedia are the overarching people in charge of keeping Bulbapedia, as well as all of Bulbagarden, up and running. Their decisions are few and far between, but generally, they will be to keep Bulbagarden running smoothly.
Executive Policymakers have a continuous presence on the Editorial Board, though they are not "members" per se. In addition to his or her powers as leader of the Editorial Board, the current Bulbapedia Editor-in-Chief is the most junior of the Executive Policymakers, while former Editors-in-Chief of Bulbapedia and Bulbagarden owner Archaic make up the remainder of the board.
What an Executive Policymaker has to say on an issue should be unquestioningly followed, as it will often have to do with repercussions of an action in regards to server and site stability.
