Bulbapedia now has a tentative policy regarding talk page abuse. The following is a set of rules pertaining to excessive use of the Talk and User talk namespaces.
Guidelines for maintaining a healthy amount of talk page contributions
- Never initiate a meaningless conversation with another user(s) that will not in any way benefit Bulbapedia.
- If another user attempts to initiate a meaningless discussion with you, or if you spot one such discussion on a talk page, report the offending user and conversation to an administrator and under no circumstances participate in the discussion.
- If a user comes to you for help regarding an issue, give them as concise an answer as possible. In essence, sum it up with only one edit so as to avoid an ongoing discussion. If you feel you won't be able to answer all the user's questions, refer them to another user who can.
- Avoid meaningless posts such as "oh, that guy just pwnd you."
Follow these guidelines for talk page contribution and you should be fine.
Penalties for talk page abuse
If a user is found to contribute excessively to talk pages without adequate mainspace contribution, they will be issued an initial warning by an administrator. If they continue to violate this policy beyond the first warning, they will be blocked for a number of days to be determined based on the severity of the violation. After returning from their block, the user is expected to have learned their lesson and adhere to the above rules. If not, an indefinite block may follow.
