In Japan, this card was first released as an {{TCG|Unnumbered Promotional cards|Unnumbered Promotional card}} with artwork by [[Toshinao Aoki]] and was distributed by {{wp|All Nippon Airways|All Nippon Airlines}} between June 1 and July 31, 1999. Passengers flying in conjunction with the "Everyone's Happy Campaign" could redeem two domestic boarding pass stubs for a two-card set that included Articuno and {{TCG ID|ANA promo|Flying Pikachu|99}}. Stubs were required to be affixed to special postcards and mailed to [[Media Factory]]. The postcards could be obtained from airport counters or from the ANA branch office. The English version was one of the {{TCG|Wizards Black Star Promos}} given away in the first few weeks of the theatrical release of ''[[M02|The Power of One]]'', with then English-exclusive artwork by [[Naoyo Kimura]]. This artwork was used on a Japanese reprint released in {{TCG|Pokémon Web}}. The original Japanese artwork was eventually featured on English cards when reprinted in {{TCG|Supreme Victors}} as a {{TCG|retro card}}, having previously been released in the Japanese {{TCG|Beat of the Frontier}} expansion. *The initial print of the Wizards promo erroneously credited Toshinao Aoki as the illustrator, who illustrated the Japanese promo. Wizards rectified the error, with subsequent prints correctly crediting Naoyo Kimura as the illustrator. However, the change was brought about close to or after the release of the film, so it is likely to assume fewer people received the correct version later into the campaign compared to those who received the misprint earlier.

In Japan, this card was first released as an Unnumbered Promotional card with artwork by Toshinao Aoki and was distributed by All Nippon Airlines between June 1 and July 31, 1999. Passengers flying in conjunction with the "Everyone's Happy Campaign" could redeem two domestic boarding pass stubs for a two-card set that included Articuno and Flying Pikachu. Trivia
