A single patch of tall grass stands on the shoreline, but after that the land gives way to the ocean. To the south lie the ruins of Cinnabar Island.

At some point during the last few years, the volcanic Cinnabar Island erupted. The Pokémon Center has been rebuilt, but the rest of the town was either buried in rubble or swept into the sea. It is here that you meet Blue, contemplating the power of nature. He heads back to the Viridian Gym to await your challenge, but it is important to challenge the Cinnabar Gym Leader first. With the Gym destroyed, Blaine was forced to relocate to a cave in the Seafoam Islands to the east.

20 is a stretch of ocean that surrounds the Seafoam Islands. The twin islands were damaged by the Cinnabar eruption; the western island is blocked completely while the eastern island has been reduced to a single small cave. It is this cave that Blaine has taken as his temporary Gym.

Cinnabar Gym
Blaine's quiz machines were destroyed, so there are no puzzles to solve. The Gym Leader is a Fire specialist, so you may want to bring a few Burn Heals. All three of his Pokémon are susceptible to Water- and Ground moves, but his Magcargo is especially vulnerable. Though his Pokémon are at respectable levels, they still should not pose much of a threat at this point. However, Water Pokémon should still be careful of Magmar's ThunderPunch.

Sometime Red and Blue, the island's volcano erupted, destroying everything except the Pokémon Center.  While there is not much here, you will find that elusive eighth Gym Leader here, staring out to sea, lost in thought.  After speaking to him, he will fly back to the Viridian Gym, to wait for your challenge.  Before you can challenge the Viridian Gym, you have to defeat the Cinnabar Gym, which has been destroyed by the volcano.  Blaine was forced to relocate, moving to an abandoned cave in the Seafoam Islands to use as a makeshift Gym.

Defeated, Blue awards you the Earth, the sixteenth and final Badge!

Having defeated every Gym Leader in Kanto, you can now return to Pallet Town to tell Professor Oak of your adventure. As a reward, the professor arranges for you to venture into Mt. Silver, a large mountain that is off-limits to most Trainers due to the powerful wild Pokémon found there. To reach it, head west from Viridian to 22.

This is the Bulbapedia walkthrough for Pokémon Gold and Silver.
These pages follow the original Game Boy Color iteration, not HeartGold and SoulSilver. The guide for those games can be found here.

Route 21

Route 21

A single patch of tall grass stands on the shoreline, but after that the land gives way to the ocean. To the south lie the ruins of Cinnabar Island.

Cinnabar Island

The remains of Cinnabar Island

At some point during the last few years, the volcanic Cinnabar Island erupted. The Pokémon Center has been rebuilt, but the rest of the town was either buried in rubble or swept into the sea. It is here that you meet Blue, contemplating the power of nature. He heads back to the Viridian Gym to await your challenge, but it is important to challenge the Cinnabar Gym Leader first. With the Gym destroyed, Blaine was forced to relocate to a cave in the Seafoam Islands to the east.

Route 20

Route 20

Route 20 is a stretch of ocean that surrounds the Seafoam Islands. The twin islands were damaged by the Cinnabar eruption; the western island is blocked completely while the eastern island has been reduced to a single small cave. It is this cave that Blaine has taken as his temporary Gym.

Cinnabar Gym

Blaine's cave in the Seafoam Islands

Blaine's quiz machines were destroyed, so there are no puzzles to solve. The Gym Leader is a Fire-type specialist, so you may want to bring a few Burn Heals. All three of his Pokémon are susceptible to Water- and Ground-type moves, but his Magcargo is especially vulnerable. Though his Pokémon are at respectable levels, they still should not pose much of a threat at this point. However, Water Pokémon should still be careful of Magmar's ThunderPunch.

The Volcano Badge

For defeating him, Blaine awards you the Volcano Badge, which gives a slight boost to both the Special Attack and Special Defense of your party members during battle.

Continue east to Route 19, the final ocean route in Kanto.

Route 19

Route 19

In the time it took to return to the beach near Fuchsia City, the debris from the Cinnabar eruption has been cleared away. Fight the Swimmers here for some quick cash, then fly back to Viridian to battle for the final Badge.

Viridian Gym

Blue is the only Gym Leader that does not have a preferred type; instead, he uses the team he had during his time as Champion. He has the most diverse team of all the Gym Leaders, so defeating him will not be easy. Use Electric-type attacks to take down his Pidgeot and Gyarados, Water-type attacks for his Rhydon and Arcanine, and Ghost- or Dark-type attacks for Alakazam and Exeggutor. Restore your Pokémon's health often to protect against Gyarados' Hyper Beam, Exeggutor's SolarBeam, and Rhydon's Earthquake.

The Earth Badge

Defeated, Blue awards you the Earth Badge, the sixteenth and final Badge!

To reach it, head west from Viridian to Route 22.
