This is the Bulbapedia walkthrough for Pokémon Gold and Silver. This walkthrough follows the original Game Boy Color version, not Pokémon HeartGold and SoulSilver.
The guide for those can be found here.

Route 21

Route 21

A quick swim to the south and you'll reach Cinnabar Island.

Cinnabar Island

The remnants of Cinnabar Island

Sometime over the last three years, the island's volcano erupted, destroying everything except the Pokémon Center. While there is not much here, you will find that elusive eighth Gym Leader here, staring out to sea, lost in thought. After speaking to him, he will fly back to the Viridian Gym, to wait for your challenge. Before you can challenge the Viridian Gym, you have to defeat the Cinnabar Gym, which has been destroyed by the volcano. Blaine was forced to relocate, moving to an abandoned cave in the Seafoam Islands to use as a makeshift Gym.

Surf east to Route 20.

Route 20

With his Gym destroyed, Blaine was forced to relocate to a cave in the Seafoam Islands.
No quiz machines, no other Trainers to defeat, just Blaine and his team.

Blaine's temporary Gym, Seafoam Islands

After the battle, Blaine gives you the Volcano Badge, which gives a slight boost to Special Attack and Special Defense.

Surf east to explore Route 19.

Route 19

Route 19

There is very little to do here, just beat up a few Trainers for some experience.

Approaching Fuchsia from the south, you'll see that the boulders from the Cinnabar volcano's eruption are finally cleared away.
Now that you've spoken to Blue, you can return to Viridian to challenge the Gym.

Viridian City

Viridian Gym

Blue is the only Gym Leader not to specialize in a single type, instead using the team he had during his time as Champion. This is the final Gym battle, and the most diverse opponent team yet. His Pidgeot and Gyarados are both susceptible to Template:Type2 attacks, Rhydon and Arcanine are weak against Template:Type2 moves, and his Exeggutor and Alakazam are both vulnerable to Template:Type2 attacks. Be especially watchful of Gyarados' Hyper Beam, Exeggutor's SolarBeam, and Rhydon's Earthquake.

After winning your final Gym battle, Blue awards you the Earth Badge, the final of sixteen.
Now that you've collected every badge from Kanto, fly back to Pallet Town.
Stop by the lab to speak with Oak, and he'll arrange for you to visit Mt Silver, which is normally off-limits due to the powerful wild Pokémon roaming around.

Get back to Viridian, and head west to Route 22.
