This is the Bulbapedia walkthrough for Pokémon Gold and Silver. This walkthrough follows the original Game Boy Color version, not Pokémon HeartGold and SoulSilver.
The guide for those can be found here.

Route 16

There isn't much going on around Route 16, but a pair of new Pokémon species prowl around here. The Template:Type2 Slugma and the Dark/Template:Type2 Murkrow are natives to the Johto region, but seem to prefer living in Kanto. The Cycling Road starts not far from here, and leads you right to Fuchsia City in the south.

Route 17

Route 17 is the Cycling Road itself, connecting Route 16 in the north with Route 18 in the south. There are only a few Trainers around, but you can catch Slugma and Muk in the patch of grass on the north end.

Cruise your way down the hill, and head east to Route 18.

Route 18

Not much to do on Route 18 but beat up a few Trainers.

Head east to Fuchsia City.

Fuchsia City

Fuchsia City, home of the Safari Zone, right? Sorry to disappoint, but the Safari Zone Warden has left on a trip, forcing the safari to shut down. The zoo exhibits have fallen into disrepair, and the exotic Pokémon have wandered into the surrounding routes.

With the main attraction out of commission, set your sights on the Fuchsia Gym.

Ninja Master

The Fuchsia Gym is the same ninja training ground that it always has been, complete with invisible walls. However, Koga's promotion to the Elite Four left a vacant Gym Leader position - a title now held by his daughter, Janine. Janine and her recruits are adept at disguise, dressing differently to conceal the Gym Leader's true location. Template:Type2s rule the Fuchsia Gym, so Template:Type2s are the best offense. As for Janine, blast her team with a few psychic attacks, and fire attacks for her Ariados and Venomoth if needed.

After her defeat, Janine hands over the Soul Badge, which slightly raises Defense, as well as TM06 (Toxic).
Now that you've got your 12th badge, head east to Route 15.
