There isn't much going on around 16, but a pair of new Pokémon species prowl around here.  The Fire Slugma and the Dark/Flying Murkrow are natives to the Johto region, but seem to prefer living in Kanto.  The Cycling Road starts not far from here, and leads you right to Fuchsia City in the south.
Continue west to Cerulean City.

17 is the Cycling Road itself, connecting 16 in the north with 18 in the south.  There are only a few Trainers around, but you can catch Slugma and Muk in the patch of grass on the north end.
Cerulean City
Cruise your way down the hill, and head east to 18.

Now that you've made it to Cerulean, you have to track down the thief with the generator part. <br> None of the residents seem suspicious, so let's if Misty can help out.

Reclaim the Machine Part
As soon as you enter Cerulean Gym, somebody slams into you.  His speech problem is suspicious enough, let alone the dark uniform, so follow him back outside.  The thug ran off towards the cape, and you'll find him on Nugget Bridge.

After a quick defeat, he gives up the location of the hidden Machine Part.  Evidently, he hid it in the waters of the Cerulean Gym.  Search inside the enclosed part of the Gym's walkway, and you'll finally recover the stolen part.  Take it back to the Power Plant's manager.

Return to the Power Plant
After thanking you for retrieving the machinery, the manager will reward you with 07, an inaccurate move but guaranteed to paralyze if it hits the target. <br><br>
Now that power is restored to Kanto, you can backtrack to a few side objectives:
* Stop back in Saffron, and visit the Copycat's house northwest of Silph Co.  She asks you to retrieve her Poké Doll, which she thinks she lost in Vermilion.  Get to Vermilion, and stop by the Pokémon Fan Club.  Talk to the guy next to the "Clefairy" to obtain the Lost Item. <br> Return it to the Copycat, and she'll reward you with the List of key items in Generation II, the ticket needed to board the Magnet Train.  With power restored and ticket in hand, you're finally able to ride the train between regions!
* Back in Lavender Town, stop by the Radio Tower and talk to the guy along the north wall.  Since you were able to restore power, he didn't lose his job.  He gives you the EXPN Card for your PokéGear as thanks.

Even with the power back on, Misty is still missing.  To find her, travel north to 24 & 25.

Once you battle past the first six Trainers, talk to Cooltrainer Kevin to receive a Nugget.

Fuchsia City, home of the Safari Zone, right?  Sorry to disappoint, but the Safari Zone Warden has left on a trip, forcing the safari to shut down.  The zoo exhibits have fallen into disrepair, and the exotic Pokémon have wandered into the surrounding routes.
<br>
With Safari Zone out of commission, set your sights on the Fuchsia Gym.

Since you ruined her personal time, Misty has no choice but to return to the Gym. <br>

The Cerulean Gym specializes in Waters; not surprising, as the Gym itself is a large swimming pool. <br>
RBY
Electric- and Grasss will work best here, and Grasss are especially useful against Misty's Quagsire. <br> Look out for Quagsire's Earthquake and Lapras' Blizzard, since these are the strongest moves Misty has.

The Fuchsia Gym is the same ninja training ground that it always has been, complete with invisible walls.  However, Koga's promotion to the Elite Four left a vacant Gym Leader position - a title now held by his daughter, Janine.  Janine and her recruits are adept at disguise, dressing differently to conceal the Gym Leader's true location.  Poisons rule the Fuchsia Gym, so Psychics are the best offense.  As for Janine, blast her team with a few psychic attacks, and Fire her Ariados and Venomoth if needed.

This is the Bulbapedia walkthrough for Pokémon Gold and Silver. This walkthrough follows the original Game Boy Color version, not Pokémon HeartGold and SoulSilver.
The guide for those can be found here.

Continue west to Cerulean City.

After thanking you for retrieving the machinery, the manager will reward you with TM07 (Zap Cannon), an inaccurate move but guaranteed to paralyze if it hits the target.

Now that power is restored to Kanto, you can backtrack to a few side objectives:

  • Stop back in Saffron, and visit the Copycat's house northwest of Silph Co. She asks you to retrieve her Poké Doll, which she thinks she lost in Vermilion. Get to Vermilion, and stop by the Pokémon Fan Club. Talk to the guy next to the "Clefairy" to obtain the Lost Item.
Return it to the Copycat, and she'll reward you with the Rail Pass, the ticket needed to board the Magnet Train. With power restored and ticket in hand, you're finally able to ride the train between regions!
  • Back in Lavender Town, stop by the Radio Tower and talk to the guy along the north wall. Since you were able to restore power, he didn't lose his job. He gives you the EXPN Card for your PokéGear as thanks.

Even with the power back on, Misty is still missing. To find her, travel north to Route 24 & Route 25.

Routes 24 & 25

Once you battle past the first six Trainers, talk to Cooltrainer Kevin to receive a Nugget.

When you reach Bill's cottage, you'll stumble upon Misty on a date nearby.
The guy runs off, and Misty starts to yell at you... until she spots your Johto badges.
She invites you to the Gym before heading back to town.

Cerulean City

Cerulean Gym

Since you ruined her personal time, Misty has no choice but to return to the Gym.
The Cerulean Gym specializes in Template:Type2s; not surprising, as the Gym itself is a large swimming pool.
Electric- and Template:Type2s will work best here, and Template:Type2s are especially useful against Misty's Quagsire.
Look out for Quagsire's Earthquake and Lapras' Blizzard, since these are the strongest moves Misty has.

Once the battle is over, Misty gives you the Cascade Badge.

Now that you've got your badge, head south to Route 5.

Route 5

Jump down the ledges to reach the former Daycare building.
An old woman inside will give you the Cleanse Tag, which decreases the chance of wild Pokémon battles when held.

Pass through Saffron City, and go west to Route 7 and Celadon City.
