Time for a Trade
Visit the house next to the Pokémon Center to find an old man who would like to trade Pokémon. He is willing to part with his Jynx in exchange for a Poliwhirl. Poliwhirl can only be found by using a I.

Gym Badges, Explained
The northwest house belongs to a man who offers to explains the effects of the eight Badge. Half of them give a slight power boost to a respective stat, while the other half ensure a Pokémon's obedience during battle. The first five unlock the use of field moves.

After pulling the plug on Lt. Surge, a Trainer's next destination is Lavender Town to the northeast.  The most direct way is to go east through 11 and then north through 12, but a sleeping Snorlax is blocking the road.  Visiting the guardhouse is still a good idea, since one of Oak's aides will give out the Itemfinder to Trainers who have gathered Pokédex data on at least 30 species.  Check the lone rock near the guardhouse to find an Escape Rope.  The last point of interest is a kid on the second floor of the guardhouse who is looking to trade.
<br>
<br>
With Route 11 blocked, you have to take the long way around to Lavender Town instead. Walk back towards Vermilion, but take a detour through Diglett's Cave instead.  Like the name says, the only Pokémon here are Diglett and Dugtrio. Since Flyings are immune to Ground attacks, this is a great time to give your aerial fighters (like Pidgey, Spearow, and Zubat) some experience. This underground tunnel connects to the east side of 2, between Viridian Forest and Pewter City.

Medicine Man
The north-northwest house belongs to an old man. When provided with the required amount of Berry Powder, he is able to concoct a variety of medicines. On your first visit, he gives out the Powder Jar, which stores any and all Berry Powder obtained from the Berry Crush minigame.

Route 2
Bike Shop
It would be great to get a Bicycle from the Bike Shop in the southwest part of town, but they cost a whopping pdollar1,000,000! It is not possible to carry that much money, so it looks like you are stuck traveling on foot for now.

The guy inside the only house here is looking for an Abra.  If you've got one to spare from 24, you can swap it here for a Mr. Mime, a rare Psychic.  Leave the house and Cut down the nearby tree to head south. Inside the guardhouse is another of Professor Oak's aides - this one has been instructed to hand out 05 to Trainers with at least 10 different species.  That shouldn't be any problem, since you needed 30 kinds to get the Itemfinder.  Pick up the Ether and the Status ailment healing item further south. Since it is nearby, interested Trainers can make a quick stop in Viridian and cut down the tree near the southwest pond to reach a move tutor.  This guy offers to teach a Pokémon the Dream Eater move.  With or without learning the move, trek back north to Pewter City.
Breaking, Entering
The house in the northeast is currently blocked off by a police officer. It seems that Team Rocket has broken into the home and stolen a valuable item from its residents. Nothing can be done to remedy this at the moment, so set your sights on the Gym instead.

Cerulean Gym
FRLG

The Cerulean Gym specializes in Water Pokémon. Water-type moves are super effective against Fire-, Ground-, and Rock Pokémon, while Water-type Pokémon are weak to Electric- and Grass moves.

Take out Misty's Staryu quickly to move on to her Starmie. Her second Pokémon is both Special Attack and Speed than Staryu, making its Water Pulse especially painful to vulnerable Pokémon. Use Pikachu's ThunderShock, or Grass moves like Vine Whip and Bullet Seed, to deal serious damage and make quick work of it.

Back in town, you can now enter the employee-only area of the Museum, so cut down the tree and head on in.  Talk to the scientist next to the pedestal to get the Old Amber.  If taken to the Pokémon Lab on Cinnabar Island, the scientists there can use the genetic material inside to resurrect an Aerodactyl.
<br><br>
With that done, now you're headed back to Cerulean City.  There are two options: wander through Mt. Moon again, or take the tunnel back past Vermilion City.

After the battle, Misty awards you the Cascade, which ensures obedience from all Pokémon up to level 30 and enables the use of Cut in the field. She also gives you 03 as a prize.

Rival Battle 3
When you head toward 24, Blue appears and taunts you as usual before drawing you into another battle. He leads with his Pidgeotto, so start off with Electric- and Rock attacks. His Abra is a sitting duck as Teleport does not deal any damage, making a good opportunity to earn experience for your lower-leveled Pokémon. Rattata's Quick Attack lets it move first regardless of its Speed and Hyper Fang can inflict a good bit of damage, so try to take it out quickly. His first Pokémon is more of a threat now that it has learned a damaging move that matches its type. This same-type attack bonus boosts its power by 50%. Avoid pitting your own first Pokémon against his, or your Pokémon could take serious damage.

Cerulean City
After the battle, Blue brags about visiting a world-famous PokéManiac and adding more data to his Pokédex before he runs off. He returns a moment later, saying that he feels sorry for you for always plodding along behind him, and gives you a gift. The Fame Checker is a device that records miscellaneous information about famous people, like Gym Leaders. Once Blue leaves this time, you are free to continue to 24.

Pass through the burgled home again, but this time head to the east. Cut down the tree to advance, and get ready to battle the nine Trainers waiting here.
Route 24
24 stretches north from Cerulean City to 25. Most of the area is occupied by a river and the Nugget Bridge that crosses it.

Nugget Bridge
There are five Trainers to be fought on the famous Nugget Bridge. When all five are defeated, a man at the bridge's north end will reward you with a Nugget, a bit of gold that can be sold for a high price. The man then reveals himself as a Team Rocket Grunt and tries to persuade you to join the group, and draws you into battle when you refuse.

This is the Bulbapedia walkthrough for Pokémon FireRed and LeafGreen.
These pages follow the remade Game Boy Advance iteration, not Red and Blue. The guide for those games can be found here.

Cerulean City

Cerulean City

Cerulean City is a beautiful city with flowing water and blooming flowers. It is located between Route 4, Route 24, Route 9, and Route 5.

Time for a Trade

Visit the house next to the Pokémon Center to find an old man who would like to trade Pokémon. He is willing to part with his Jynx in exchange for a Poliwhirl. Poliwhirl can only be found by using a high-level fishing rod.

Gym Badges, Explained

The northwest house belongs to a man who offers to explains the effects of the eight Gym Badges. Half of them give a slight power boost to a respective stat, while the other half ensure a Pokémon's obedience during battle. The first five unlock the use of field moves.

Badge Effect Badge Effect
Boulder Badge Boulder Badge Increases Attack,

Medicine Man

The north-northwest house belongs to an old man. When provided with the required amount of Berry Powder, he is able to concoct a variety of medicines. On your first visit, he gives out the Powder Jar, which stores any and all Berry Powder obtained from the Berry Crush minigame.

Berry Powder

Bike Shop

It would be great to get a Bicycle from the Bike Shop in the southwest part of town, but they cost a whopping $1,000,000! It is not possible to carry that much money, so it looks like you are stuck traveling on foot for now.

Breaking, Entering

The house in the northeast is currently blocked off by a police officer. It seems that Team Rocket has broken into the home and stolen a valuable item from its residents. Nothing can be done to remedy this at the moment, so set your sights on the Gym instead.

Cerulean Gym

Cerulean Gym

CERULEAN CITY POKéMON GYM
LEADER: MISTY

The Tomboyish Mermaid!

The Cerulean Gym specializes in Water-type Pokémon. Water-type moves are super effective against Fire-, Ground-, and Rock-type Pokémon, while Water-type Pokémon are weak to Electric- and Grass-type moves.

Take out Misty's Staryu quickly to move on to her Starmie. Her second Pokémon is both stronger and faster than Staryu, making its Water Pulse especially painful to vulnerable Pokémon. Use Pikachu's ThunderShock, or Grass moves like Vine Whip and Bullet Seed, to deal serious damage and make quick work of it.

Cerulean Gym
Cascade Badge

After the battle, Misty awards you the Cascade Badge, which ensures obedience from all Pokémon up to level 30 and enables the use of Cut in the field. She also gives you TM03 (Water Pulse) as a prize.

Rival Battle 3

When you head toward Route 24, Blue appears and taunts you as usual before drawing you into another battle. He leads with his Pidgeotto, so start off with Electric- and Rock-type attacks. His Abra is a sitting duck as its only move does not deal any damage, making a good opportunity to earn experience for your lower-leveled Pokémon.

Bulbasaur If the player chose Bulbasaur:

Charmander If the player chose Charmander:

After the battle, Blue brags about visiting a world-famous PokéManiac and adding more data to his Pokédex before he runs off. He returns a moment later, saying that he feels sorry for you for always plodding along behind him, and gives you a gift. The Fame Checker is a device that records miscellaneous information about famous people, like Gym Leaders. Once Blue leaves this time, you are free to continue to Route 24.

Route 24

Route 24

Route 24 stretches north from Cerulean City to Route 25.

Route 25

Route 25
Sea Cottage, interior

Route 25 leads eastward from Route 24. The path winds its way through a forest before it ends overlooking the sea. The Sea Cottage is located on the east side.

Sea Cottage

An Unfortunate Turn

The Sea Cottage belongs to Bill, a famous Pokémon researcher. When you step inside, it seems like Bill must be away, until you speak to the Pokémon inside. His latest experiment has gone awry and combined his DNA with that of a Pokémon! He needs your help, so once he has stepped into the machine, inspect his PC to activate a program to undo the change and return him to normal. As a token of gratitude, he gives you an S.S. Ticket, which grants access to the luxury cruise ship currently docked in Vermilion City to the south.

Bill's Favorite Pokémon

Before leaving the cape, you can exit and re-enter the cottage and inspect Bill's PC to view some of his favorite Pokémon. This adds three new pages to your Pokédex.

Cerulean City

Justice, Served

Once you return to Cerulean City, the officer blocking the burgled house has stepped aside, allowing you to enter. Inside are obvious signs of a break-in, like muddy footprints and overturned planters. There is even a large hole in the wall! Step out through the hole to find and confront the thief.

When he is defeated, the Rocket Grunt gives up the stolen TM28 (Dig) before fleeing the scene. When used inside a cave, Dig instantly returns you to the entrance. It is useful in a pinch when you need to heal your Pokémon.

Route 5

Route 5

Route 5 is a scenic road that runs downhill from Cerulean City to Saffron City. The first of the region's two Underground Paths begins here and runs southward underneath Saffron City to re-emerge on Route 6.

Pokémon Day Care

The house on the hill is the Pokémon Day Care. The old man inside will raise one Pokémon at a time while you are away. A Pokémon left here will gain one experience point for every step taken. If you bought the Magikarp near Mt. Moon, this is a good way to raise it. The downside is that he will make every decision, so he may end up deleting a move you would like to keep. He charges $100, plus another $100 for every new level, to return a Pokémon.

Underground Path

It is impossible to reach Saffron City at the moment, so enter the Underground Path and follow the tunnel to Route 6.

Time for a Trade

A girl in the north gate is looking to trade. She is willing to part with her Nidoran♀FR / Nidoran♂LG in exchange for its opposite-gender counterpart. The Pokémon arrives holding a TinyMushroom.
