Annie (Japanese: ザンナー Zanner) is the partner and older sister of Oakley. They both appear in Pokémon Heroes.
Unlike her younger sister Oakley, Annie is a less concerned with the task at hand and appears to be more vain. Prettier and more suave than her sister, Annie is enchanted by the beauty of the Soul Dew, rather than the abilities of the Defense Mechanism of Alto Mare, or capturing Latias and Latios for Giovanni - she even screams that her outfit is ruined when she falls into a canal.
Despite her somewhat ditzy appearance, Annie is more in control than her sister who goes somewhat mad with power when commandeering the Defense Mechanism of Alto Mare (DMA), despite Annie's concerns about using it.
History
Not much is known about Annie or her sister' before Pokémon Heroes,'" but are still instantly recognized by James.
In the dub, they were assigned a mission by Giovanni, implying Team Rocket membership, but this is not present in the original.
Abilities
Annie has excellent balance and athletic abilities, making huge leaps and cartwheels while fighting Latios and Latias with no trouble and keeping perfect balance on a beam which Jessie, James and Meowth have trouble with. She also has some advanced technology at hand, including the glasses which can identify Latias when disguised and can see Latias and Latios when invisible. They can also capture Latios using what appears to be a net composed of energy.
However, she rarely uses these devices; their operation usually falls to Oakley.
Pokémon
Espeon is Annie's only known Pokémon. It is first seen when Annie and Oakley were trying to capture Latias disguised as Bianca. It reappeared throughout the movie.
Espeon's known moves are Psychic, Swift, Psybeam and Tackle.

Temporary
Latios and his sister, Latias, lived in the Secret Garden in Alto Mare, where they were the guardians of the Soul Dew. They were friends with Lorenzo and Bianca. Latios and Latias presented some very unique powers in the movie, such as sight-sharing, invisibility, and shapeshifting. In the end of the movie, Latios had to sacrifice himself to save Alto Mare, becoming the first Pokémon to die in the anime, and turned into the new Soul Dew, just like his father in the past.

Trivia
- Despite not being Rocket members in the original, Annie's English dubbed name originated from an American sharpshooter named Annie Oakley, in the same manner as the Rocket duos Jessie and James, Butch and Cassidy, and Attila and Hun.
