This card was released as a promotional card. In Japan, it was one of five "Masaki Evolution" campaign cards. In order to obtain it, people had to send off a {{p|Kadabra}} from the Vending series along with a special Pass Card to MediaFactory. MediaFactory would then send back the "evolved" form. The card was never released in English.

In Japan, this card was one of five that could be obtained through the Communication Evolution campaign, which began in April 1999. Participants had to send a Kadabra card along with Bill's PC in the mail to MediaFactory. MediaFactory would then send back the 'evolved' form.

Although the vending machine cards were all printed on glossy card stock, the Masaki promos were all printed on regular card stock.
