In all fairness, we could assume that red got poli by catching it or being given it, however in the gold/silver chapter, a poliwhirl falls out of golds bag, so maybe red found poli in a pokeball, however this is unlikely since the events in gold/silver happened 2 years after red/blue/green chapter, but take into account celibi's powers of time travel, in which case, poli could have time traveled by celibi to the past and be found by red.</div>Rileykemp
