Even if you believe something as ridiculous as "the Japanese stole werewolf and claimed it as a fox," that doesn't justify changing the Pokemon species from a fox to a werewolf. First of all, Zorua is a 'warugitsune' Pokemon and Zoroark is a 'bakegitsune' Pokemon, both clearly use the word 'kitsune,' which means 'fox.' Second of all, Japanese distinguish between werewolves (ookamiotoko 狼男) and foxes (kitsune 狐) thank you. The stories that surround kitsune and werewolves are different as well.
