Bill (Japanese: マサキ Masaki) is a Pokémon Researcher, widely regarded as an expert in many fields, who makes many appearances in both the games and the anime. Bill is most commonly found in his lighthouse, which is north of Cerulean City. He is most notable for his first entrance in the Generation I games Pokémon Green, Pokémon Red, Blue, and Pokémon Yellow Versions, his Pokémon storage system, and his possession of the Evolution Stones. Bill is also a major player in the Evolutions: Destinies game.

In the Games
Generation I
In Pokémon Red, Blue, and Pokémon Yellow, Bill is found at the Cerulean Cape, initially performing an experiment on Pokémon teleportation. He, however, gets combined with the body of a Pokémon and requires the player's help to fix the problem. After things are back in order, he informs you about his Pokémon Storage System and the "Someone's PC" changes to "Bill's PC." He also gives you the S.S. Ticket, allowing you to board the S.S. Anne. Later in the game, you can visit Bill's family in Fuchsia City.

Generation II
In Pokémon Gold, Silver, and Pokémon Crystal, Bill is visiting his family in Goldenrod City. After he gets the Time Machine up and running in Ecruteak City, players can visit him for an Eevee.

Generation III: Hoenn
While visiting Lanette, players can check one of her computers to find an E-mail from Bill. This is the only time that he is mentioned in the game. However, no such mention is made in the Japanese version (not confirmed with Pokémon Ruby and Sapphire).

Generation III: Kanto
In Pokémon FireRed and LeafGreen, Bill is in the same area as in the original games. However, you meet up with Bill on Cinnabar Island after receiving the volcano badge from Blaine. From there, you go to the Sevii Islands and complete a side story.
Other Games
Ash, Misty, and Brock meet Bill at his lighthouse in Mystery at the Lighthouse. Bill had previously been trapped in a Kabuto costume for what he claims to have been hours until Ash finally comes to press the release button for him. Afterwards, Bill fulfills a request made by Professor Oak to give Ash and his friends a lesson on the basics of Pokémon, during which Bill shares the idea that there may be many more than just 150 species of Pokémon. The remainder of his appearance is spent focused on explaining to Ash and company his recent project, involving a mysterious Pokémon whose cry can be heard across the sea.

In the TCG
Bill appears on his own card in the Base Set . It allows the player to draw 2 cards from their deck. In the Neo Genesis expansion, he appears on a card called Bill's Teleporter, that gives the player of chance of drawing 8 cards. In the Expedition and EX: Fire Red and Leaf Green expansions, he appears on a card called Bill's Maintenance.
Clear-right

In the Manga
In Pokémon Special, Bill serves not just as a scientist and inventor, but as part of the Pokémon Association.

His various exploits over the years have included; being turned into a Rattata by his experiments and snatched up by a Fearow; helping Red find and capture a missing Eevee; facing Lorelei in combat with Yellow; fighting alongside Green against Bruno's Hitmonlee; and being attacked by a group of playful Staryu after meeting Crystal.

Bill not only designed the Pokémon Storage system, he also maintains it from his home, and was the one who repaired it after the Mask of Ice's Team Rocket sabotaged it, allowing trainers from all over to send their Pokémon to aid Red, Green, Blue, Yellow, Gold, Silver and Crystal in their battle against Ho-oh and Lugia. He also created a portable Pokémon Transfer system using a PokéGear and a Pokédex, allowing Crystal to send Professor Oak the Pokémon she captured while the system was down.

At the end of Volume 15, he is shown working with Daisy Oak, and they seem to be getting along well, hinting at a possible relationship between the two, although there was never any solid evidence provided later.
Clear-right

In the first chapter of How I Became a Pokémon Card, a younger Bill rescues a lost Dratini from an angry crowd and it lives with him for a couple of days, until its father, an angry Dragonite, begins to go on a rampage. Dratini returns home, promising to always be friends with Bill.
A PokéNav is a type of electronics equipment found in Hoenn. It's short for "Pokémon Navigator". It was produced by the Devon Corporation under the orders of Mr. Stone, who wanted to find a way to keep track of a Pokémon's feelings. Mr. Stone gives it to the protagonist of Pokémon Ruby, Sapphire, and Pokémon Emerald for recovering the Devon Goods from Team Aqua or Team Magma. They appear to be small, compact-disk-shaped devices.
The Johto analog to the PokéNav appears to be the PokéGear.

In the Pokémon anime, Max has a PokéNav he received as a traveling gift from his parents.

They are chiefly useful for Pokémon Coordinators to keep track of a Pokémon's status for Pokémon Contests.

It has several functions:

Map
The PokéNav displays a map of Hoenn, along with the current location of its owner.

Condition
The PokéNav checks the Cool, Beauty, Cute, Smart, and Tough condition of Pokémon in detail. It can search through party Pokémon only, or all Pokémon owned combined.

Trainer's Eyes
The PokéNav will keep track of 69 unique trainers and alert the user when they want a rematch. Appears only in Pokémon Ruby and Pokémon Sapphire.

Match Call
In Pokémon Emerald, the Trainer's Eyes is upgraded to the Match Call. In addition to the features of the Trainer's Eyes, it allows its user to call anyone who has had their PokéNav registered with theirs, similar to the cell phone feature of the PokéGear. It can also keep track of more trainers.

Ribbons
The PokéNav will display the Ribbons Pokémon has acquired, either via Pokémon Contests or special events.

Notes
* Name is 12 bytes long and comes in capital letters. 0x00 fills possible empty bytes.
* Height is measured in decimetres (10-1 metres), and is then converted to other units in some games.
* Weight is measured comes in hectogrammes (10-1 kilogrammes), it is then converted to other units in some games.</li>
* Description pointers show to the game where the description for the particular Pokémon is; remember the GBA is little endian. The MSB byte is always set to 0x08 (8), so this matches a BRANCH instruction (B) in assembly. For example, if the location is 0x123456, it will appear here as 0x08123456 (56 34 12 08).
* Pokémon offset is a signed 16-bit integer - if the raw value is greater 0x8000, then it is negative, with 0x8000 as -32,767 and 0xFF as -1.

Size compare function
In the Generation III, there's a size page on the Pokédex, which uses data from the Pokédex to create a silhouette of the Pokémon standing next to the trainer. The size of both the trainer and Pokémon are determined by this formula:

<code>
x = (y &times; 256/z) pixels
</code>

Where y is the sprite size (64 pixels in our case) and z is the appropriate scale in hex and x rounded down is the size of silhouette. The game then resized the sprite in a way similar a computer would do (without anti-aliasing of course).

The offset determines where exactly the silhouette will be placed. For example if Pokémon offset = 10 then the silhouette of the Pokémon will be 10 pixels from the top and 10 pixels from the left. (for some reason, that cannot be exactly simulated outside of the game).
Dr. Proctor (Japanese: ドクター・ドク Doctor Doc, Dokutā Doku exact) is a human doctor who is forced to treat injured Pokémon in EP047. His Japanese voice actor is 小山力也 Rikaya Koyama.

Dr. Proctor is a womanizer; he made advances on Misty, Jessie, and Nurse Joy. However, these attempts failed.

His character is based on Dr. Doug Ross, a character on the American drama ER. Rikaya Koyama, Dr. Proctor's Japanese voice actor, was the voice of Dr. Ross in the Japanese dub of the series. Like Dr. Proctor, Dr. Ross is a womanizer. And, as Dr. Proctor was drawn to look like Dr. Ross, he looks like an animated version of Dr. Ross's actor, George Clooney.
