I personally think that Brock will let Happiny evolve. The question is... will he capture a fourth Pokémon? Will he let it evolve twice? Here's what I see happening in the rest of the series:

• Happiny evolves into Chansey.
• Brock captures a Rhydon.
• Rhydon evolves into Rhyperior.

Brock's final team in Sinnoh is therefore...
