Rouge (Japanese: ルージュ Rouge) is a character in the Pokémon anime. She is a world renowned treasure hunter who lusts for the Adamant and Lustrous Orb. Her goal is to obtain them even it means stealing them. She is never seen without her trusty sidekick, Sableye. Her English voice actress is Hilary Thomas and her Japanese voice actress is Rumi Ochiai.
Rouge first appeared in DP091. She was trying to steal gems from the Grand Jewel Exibit in Pastoria City She was caught in the middle of the act by Ash Ketchum and Officer Jenny. They both tried to use their PokEmon to stop her, but they proved no match for her Sableye. She escaped with the gems in hand.
Impressed by this, Saturn of Team Galactic recruted her to help them find the Adamant and Lustrous Orbs. Rouge agreed to help them. But her real intention was to use Team Galactic to get to the orbs and then take them for herself. Using secret information that she obtained, Rouge found out that the orbs were being held in a secret location in Hearthome City. With the assistance of Team Galactic, she was able to break into the heavily guarded warehouse and stole the two orbs. But not before Ash, Officer Jenny, and his friends showed up once more to stop her. Rouge destracted them in a double battle using her Starmie and Vespiquen against Ash's Pikachu and Officer Jenny's Growlithe. This gave her Sableye time to make off with the two orbs who then brought them to Saturn.
In DP130, Rouge learned of Cyrus's plans of creating a new world. It was then that she new that Team Galactic weren't just a bunch of geeks in weird outfits. She decided then was a good time to take leave with the two orbs. However she was caught by Cyrus and imprisoned for her trechery. Later on, Dawn and Brock were captured after they were seen trying sneak into Galatic Head Quarters and thrown into the jail cell that she was in. Rouge decided to make amends with them and the three decided to work together in order to escape and assist Ash.
After Cyrus's plans were foiled, the two orbs disappeared. But this did not deter Rouge from her mission.
She tends to leave Sableye out of its Poké Ball most of the time because of its ability to sense jewels. Though at times, she has to stop it from eating them. She seems to have some skills as a Pokémon breeder because she is able to make Pokémon food that tastes like minerals especially for Sableye.

It should be noted that all of Rouge's Pokémon have gems somewhere on their body. They also all know the move Power Gem.

Trivia
Rouge is based off the character from the Sonic the Hedgehog series character, Rouge the Bat. Like her PokEmon counterpart, she is a treasure hunter who is always on the hunt for jewels. She also has the same Japanese voice actress.
