Suggestion

Why not add in template the reason about the image which is bad in question? So that, it's better for the people to identificate and change! It could be something like this:

Code: {{badpicture|article|Bad Quality}}

The picture used in this article is unsatisfactory. Reason: Bad quality. Please feel free to replace it so it conforms to Bulbapedia conventions.
