I dont doubt that kyurem did use Fusion Flare in the movie its just that normal Kyurem and Black Kyurem cant learn this attack but they used something like what i read the discription Here and it doesnt make sence. maybe he used something like Dragon Rage or Dragon Pulse if you look at what they look like in the anime and the games respectively. I'm starting to think that White Kyurem didn't use Fusion Flare. The attacks in these two images look pretty much the same, and from what I understand, Fusion Flare is supposed to be a ball of fire, not a stream of fire, so I think both are Dragon Pulse. - unsigned comment from MatchMaster (talk • contribs)
After careful looking at the move in question, I'm really thinking that instead of the move being Fusion Flare or Dragon Pulse, I'm honestly thinking that this is Dragon Rage. Primarily because looking at the past two movies, we can see that some of the moves in the Unova movies retain their original animation before the Best Wishes series such as Hyper Beam and Flash Cannon. Kyurem was seen blowing a wind at Ash while he was trying to break the ice. I believe that was Glaciate.
