Evolutions

Cause gamefreak made it that way. Surprisngly, many baby pokemon (Elekid, Magby, Togepi, Riolu....) Learn Uproar from move tutors, but none of their evolved forms do. The Placebo Effect 21:03, 1 October 2008 (UTC)

Maybe not always, but I was personally involved with testing. Enough to know that these have been checked to make sure that those results were right about who learns uproar. Iron defense being learned by cocoons but not their evos makes just as much sense as uproar being learned by babies and not their evos.
