Randy

Randy (Japanese: ユウジ Yūji) is a guard of the gate between Goldenrod City and Route 35.
Randy gives the player his Spearow named Kenya holding a mail to deliver to his friend on Route 31. After delivering Kenya (or a different Pokémon holding the mail), Randy's friend gives TM50 (Nightmare) to the player, and Randy gives a HP Up.
In the game, Randy is recognized as an in-game trader. However, he actually temporarily gives his Pokémon to player, instead of trading it. Unlike most of Pokémon given by NPCs, Kenya has Randy's ID and OT.
