Mud-Slap and Whirlpool are both moves in the Pokémon games that Quagsire can learn, the former via TM31 (in Generation II) or Move Tutor (in Generation III onward), and the latter via HM06 (in Generation II) or HM05 (in Pokémon HeartGold and SoulSilver). This card's Pokédex entry comes from Pokémon Silver.
