Origin
Bill is the inventor of the Pokémon Storage System in the Pokémon games. His experience with computers is the likely inspiration for this card. In Generation III, whilst visiting Lanette on Route 114, you can read an e-mail from Bill praising Lanette of her work upgrading the System.
