Energy after using Ho-Oh's Stoke attack was not optional. The English wording is a mistranslation.
Trivia
Ho-Oh is written as Ho-oh on the card. This was prior to Generation III confirming Ho-Oh as the correct way to capitalize the Pokémon's name.
Origin
Sacred Fire is a move in the Pokémon games that Ho-Oh can learn. Dive Bomb's Japanese name is that of Sky Attack, a move Ho-Oh can learn via move tutor in Generation III and level-up in Generation IV. This card's Pokédex entry comes from Pokémon Gold.
