Trivia
Ho-Oh is written as Ho-oh on the card. This was prior to Generation III confirming Ho-Oh as the correct way to capitalize the Pokémon's name.
Origin
Rainbow Burn isn't a reference to any particular attack Ho-Oh can learn, but it does reflect the general association it seems to have with rainbows (as noted on this card's Pokédex entry, which comes from Pokémon Silver).
