Effect

Generation I

Bubble does damage and has a 9.8% chance of lowering the opponent's Speed by 1 level.

Bubble will not be able to lower the opponent's Speed if it has reached a level of -6 or a value of 1, or if the opponent has a Substitute.

Generation II and on

Same as Generation I, but with a 10% chance of lowering Speed instead.
