Route 22

Route 22 is a short, convenient route that connects Viridian City to the Pokémon League Reception Gate.
When you enter the building, walk all the way to the left, and exit to Route 28.

Route 28

Route 28 links the Pokémon League Reception Gate and Mt Silver.
After reaching the Poké Center, turn to the east, and after cutting down two trees, you'll find a house. The woman inside will give you TM47 (Steel Wing) if you keep her mountain retreat a secret.

Heal up your team, and change the PC storage to a new box, if needed, in preparation for the mid-to-high-leveled Pokémon roaming the mountain's caves. Bring along a Pokémon with Flash, or you'll get lost before too long!
