Rukario = Lucario. Hate to break it to you. It's the trademarked romajii. Rukario is just a basic romanization of ルカリオ. It's not about linguistic skills. It's just the way the Japanese language works. They use R to make an L sound. Lucario is its name in Japan. Lucario's Japanese name is Lucario romanized, ルカリオ in katakana. A basic romanization makes that RU KA RI O. Woo. Fricking. Hoo. バクフーン is BA KU FU U N. クラブ is KU RA BU. But HERE'S THE THING, BUD.
