The Town Council Members are a group of elders who live in a town towards the ends of the Whirl Islands. In Plant It Now... Diglett Later, they enlist Team Rocket, Ash and his friends to stop the band of Diglett thieves from stealing the town's Pokémon.
Team Rocket trains the council members how to protect themselves and the village from the thieves.
