Effect

Topsy-Turvy reverses all stat changes on the target Pokémon, making positive changes negative and negative changes positive. It bypasses accuracy checks to always hit, unless the opponent is in the semi-invulnerable turn of a move such as Dig or Fly. Clear Body does not affect this move.
