The Black Arachnid

The Black Arachnid (Japanese: 怪盗猫八 The Phantom Thief Nekohachi) was a cat burglar and one of the greatest thieves in the history of Johto. He appeared as a character of the day in a flashback in Spinarak Attack.

Operating out of Catallia City 100 years ago, the Black Arachnid was a clever, quick, and agile thief who employed a Meowth to help him pick locks. The two stole many priceless treasures and always used Pay Day to cause a distraction long enough to scare away the police and make their getaway.

An Officer Jenny apprehended the pair with her Spinarak's strong webs, and to this day, all of the police officers of Catallia City use Spinarak as a tribute to her.
