:I would consider this a case of games =/= anime. Within the anime, it was explained that this Gyarados was shiny and red due to the forced evolution; the Magikarp it evolved from retained its red color, having no time to change its scale color to blue. This implies, that within the anime, this particular red Gyarados evolved from a normally colored Magikarp if that makes sense. An error I found

The error.

So Shiny Pokémon are supposed to be shiny all the time. So why is the Red Gyarados as a Magikarp not shiny in this flashback ? Should this be considered an error or not ?-Super10ZX 01:35, 18 June 2016‎

I would consider this a case of games =/= anime. Within the anime, it was explained that this Gyarados was shiny and red due to the forced evolution; the Magikarp it evolved from retained its red color, having no time to change its scale color to blue.
