This whole "Dawn's Cyndaquil movie 13 merchandise" thing could be another instance along the lines of Ash's Treecko appearing on early posters for movie 7. What evolution stage was that Pokémon in in the movie itself? That's right, Grovyle.

If it weren't for the fact that there's absolutely no reason that Dawn's Piplup shouldn't already be an Empoleon (in fact, amongst it, Ash's Turtwig, and Ash's Chimchar, it should have been the first to evolve to second stage, like its contemporary was the first of its in-group trio to evolve; why the writers had to alienate 100% of the fanbase with that Everstone, nobody'll understand), since that damn penguin desperately needs to evolve and do ASAP (it's been a Piplup more than 100 episodes too long), I might have been wagering 2¢ that the Quilava was Dawn's.

In any instance, it's entirely possible that the Quilava could be wild or belong to a COTD. That Quilava doesn't look to be in a group shot, which leaves way too many distinct possibilities open. My 2¢ on this matter: That image is inconclusive. Absolutely nothing should be assumed before showtime.
