Doesn't the Emerald Chapter of Specail reminds you of Wish Maker? I Mean, Evil dude getting Jirachi, Evil dude gets his fake Pokémon that is/was wanted by their team (Groundon for Butler, Kyorge For Archie), Main Character befinds a Dragon/some Dragons.
